APPLICANT REQUESTS THAT:

1.  Blocks 4.a and 4.b on her DD Form 214, the Certificate of  Release
or Discharge from Active Duty, be corrected to  reflect  Airman  First
Class (E-3) vice Airman (E-2).

2.  Block 15.a on her DD Form 214 be corrected to state  “Yes”  rather
than “No” for member’s Post-Vietnam Era Veterans Education  Assistance
Program (VEAP).

APPLICANT CONTENDS THAT:

The reasons the applicant believes the  records  to  be  in  error  or
unjust and the evidence submitted in support  of  the  appeal  are  at
Exhibit A.

STATEMENT OF FACTS:

The relevant facts pertaining to this application, extracted from  the
applicant's military records, are contained in the letters prepared by
the appropriate offices of the Air Force.  Accordingly,  there  is  no
need to recite these facts in this Record of Proceedings.

AIR FORCE EVALUATION:

The Chief, Education Services Automation Section, AFPC/DPPAT, reviewed
the application.  The Post-Vietnam Era Veterans  Education  Assistance
Program was open only to individuals who entered active duty between 1
January 1977 and 30  June  1985.   The  applicant’s  DD  Form  214  is
accurate since she entered active duty (Nov 98) under  the  Montgomery
GI Bill.

A complete copy of the evaluation is attached at Exhibit C.

The  Chief,  Inquiries/AFBCMR  Section,  AFPC/DPPPWB,   reviewed   the
application  and  recommended  approval  of  the  applicant’s  request
pertaining to grade correction.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was timely filed.

3.    Sufficient relevant evidence has been presented  to  demonstrate
the existence  of  probable  error  or  injustice  warranting  partial
relief.  After reviewing the evidence of  record, to include copies of
the applicant’s Leave and Earnings statement from the Defense  Finance
and Accounting Service (DFAS) and AF Form 77, Supplemental  Evaluation
Sheet, the Board is persuaded that she was promoted to  the  grade  of
Airman First Class (E-3). Further, we find no documentation indicating
that she was reduced in grade before she was  discharged.   Therefore,
we recommend the  applicant's  records  be  corrected  to  the  extent
indicated below.

4.    Insufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice warranting  a  change  to
the applicant’s DD Form 214,  Block  15a,  Post-Vietnam  Era  Veterans
Education Assistance Program (VEAP). We took notice of the applicant’s
complete submission in judging the merits of this portion of the case;
however, we note that the applicant  entered  active  duty  under  the
Montgomery GI  Bill,  not  VEAP.   Therefore  since  she  was  a  VEAP
participant, the DD Form 214 is accurate.  In view of the above and in
the absence of evidence to the contrary, we find no basis  upon  which
to recommend favorable action on this portion of her application.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the  Department  of  the  Air  Force
relating to APPLICANT, be corrected to show that she was discharged in
the grade of Airman First Class (E-3) on her DD Form 214 with  a  date
of rank of 22 December 1998 and effective date of 11 May 1999,  rather
than in the grade of Airman (E-2).

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the  recommendation  of  the  Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat  116),  it  is
directed that:

      The pertinent military records of  the  Department  of  the  Air
Force relating to  APPLICANT,  be  corrected  to  show  that  she  was
discharged in the grade of Airman First Class (E-3) on her DD Form 214
with the date of rank of 22 December 1998 and effective date of 11 May
1999, rather than in the grade of Airman (E-2).
