APPLICANT REQUESTS THAT:
The last line of his Promotion Recommendation Form (PRF) be changed to read
“Exceptional leader--ready for Command now—Select for SSS! If I had one
more DP, it was his!” and he receive Special Selection Board (SSB)
consideration for the CY99B Lieutenant Colonel Selection Board.

RESUME OF CASE:
On 22 November 2000 the Board for Correction of Military Records considered
and denied a similar appeal (Exhibits A).

THE APPLICANT CONTENDS:
On 26 December 2000, the applicant submitted a letter with a notarized copy
of a personal letter from his senior rater, MG Harding, USA, and a copy of
an amended PRF signed by the senior rater. The applicant requested the
Board reconsider the correction to his PRF and supplemental consideration
for promotion to lieutenant colonel (Exhibit B).

BOARD CONCLUDES THAT:
After careful consideration of the additional documentation submitted, we
are convinced that the PRF should be removed from the applicant's record.
The Board took note of the senior rater's submission of a newly
accomplished PRF and his recommendation for removal of the former PRF. We
therefore believe his PRF should be corrected as requested and, to preclude
any possibility of a promotion injustice to the applicant that his
corrected record should be considered for promotion by an SSB for the CY99B
Lieutenant Colonel Selection Board.

RECOMMENDATION OF THE BOARD:
The pertinent military records of the Department of the Air force relating
to the applicant be corrected to show that the AF Form 709, Promotion
Recommendation Form, prepared for consideration by the P0599B Lieutenant
Colonel Selection Board, containing the statement as the last sentence in
Section IV, Promotion Recommendation, "Definitely promote now!" be declared
void and removed from his records and the attached AF Form 709, Promotion
Recommendation Form, containing the statement as the last sentence in
Section IV, Promotion Recommendation, "If I had one more DP, it was his!"
be inserted in his record in its place.
It is further recommended that he be provided supplemental consideration
for promotion to the grade of lieutenant colonel by a Special Selection
Board for the CY99B Lieutenant Colonel Board.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of
Section 1552, Title 10, United States Code (70A Stat 116), it is directed
that:
The pertinent military records of the Department of the Air
Force relating to APPLICANT, be corrected to show that the AF Form 709,
Promotion Recommendation Form, prepared for consideration by the P0599B
Lieutenant Colonel Selection Board, containing the statement as the last
sentence in Section IV, Promotion Recommendation, "Definitely promote
now!" be declared void and removed from his records and the attached AF
Form 709, Promotion Recommendation Form, containing the statement as the
last sentence in Section IV, Promotion Recommendation, "If I had one more
DP, it was his!" be inserted in his record in its place.

The applicant states that to change an overall rating on a PRF to “Definitely Promote” (DP) requires concurrence of both the senior rater and MLR president. The applicant reiterates that he has the concurrence of his senior rater with a new PRF and a “DP” promotion recommendation.
