RESUME OF CASE

On 24 October 2000, the Board considered and denied applicant's request
that his Report of Separation (WD AAGO Form 53-98) be corrected to reflect
the award of the Presidential Unit Citation. A complete copy of the Record
of Proceedings is attached at Exhibit E.

On 6 November 2000, applicant amended his application to include a request
for the Distinguished Unit Citation for a mission over Leipzig on 20
February 1944 rather than the Presidential Unit Citation. (Exhibit F)

AIR FORCE EVALUATION:

On 1 December 2000, AFPC/DPPPR submitted a second technical advisory
stating that the applicant was assigned to the 612th Bombardment Squadron
when it was awarded the Distinguished Unit Citation. Therefore, he is not
eligible for this unit award. The Bronze Battle Star is not a medal; the
applicant is referring to the bronze service star worn on a campaign medal.
He was credited with one silver star (denoting five bronze service stars.)
His records have already been corrected to reflect his campaign credit.

A complete copy of the Air Force evaluation is attached at Exhibit G.

APPLICANT’S REVIEW OF AIR FORCE EVALUATION:

On 15 December 2000, a copy of the Air Force evaluation was forwarded to
the applicant for review and response within 30 days. As of this date, no
response has been received by this office.

THE BOARD CONCLUDES THAT:

Insufficient relevant evidence has been presented to demonstrate the
existence of probable error or injustice. After reviewing the evidence of
record, we are not persuaded that the applicant’s records are in error or
that he has been the victim of an injustice.   His  contentions  are  noted;
however, in our opinion, the detailed comments provided by the appropriate
Air Force office adequately address those allegations. Therefore, we agree
with opinion and recommendation of the Air Force and adopt their rationale
as the basis for the conclusion that the applicant has not been the victim
of an error or injustice. In the absence of evidence to the contrary, we
find no compelling basis to recommend granting the relief sought in this
application.

_________________________________________________________________

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented did not demonstrate
the existence of probable material error or injustice; that the applicant
was denied without a personal appearance; and that the application will
only be reconsidered upon the submission of newly discovered relevant
evidence not considered with this application.
