APPLICANT REQUESTS THAT:
He be awarded the Bronze Star Medal (BSM) and the Air Medal.

APPLICANT CONTENDS THAT:
He wants to make his DD Form 214 (Report of Transfer or Discharge)
consistent with his personnel records. He states that although he does not
possess the documentation for the awards, it was the policy of the 502nd
Tactical Control Group Commander that all squadron commanders be awarded
the BSM and that the Air Medal be awarded for thirteen combat missions/43
combat hours flown in Korea.
In support of his appeal, the applicant provided Special Orders Number 56,
dated 25 February 1952, AF Form 11, dated 10 September 1964 and 24 February
1972, and other documentation.
Applicant’s complete submission is attached at Exhibit A.

STATEMENT OF FACTS:
The relevant facts pertaining to this application, extracted from the
applicant's military records, are contained in the letter prepared by the
appropriate office of the Air Force (Exhibit C). Accordingly, there is no
need to recite these facts in this Record of Proceedings.
The applicant’s DD Form 214 has been administratively corrected to add the
following awards: The American Campaign Medal, Asiatic-Pacific Campaign
Medal, American Defense Service Medal; Good Conduct Medal, Small Arms
Expert Marksmanship Ribbon, Republic of Vietnam Campaign Medal, National
Defense Service Medal w/1 Bronze Service Star, Korean Service Medal, United
Nations Service Medal, Republic of Korea Presidential Unit Citation, and
the Republic of Korea War Service Medal.

AIR FORCE EVALUATION:
The Chief, Recognition Programs Branch, Promotion, Evaluation and
Recognition Division, AFPC/DPPPR, reviewed this application and states that
the applicant did not provide any documentation showing a written
recommendation was submitted into official channels (i.e., signed by the
recommending official and endorsed by the next higher official in the chain
of command) for either the Air Medal or the Bronze Star Medal. He has not
provided any documentation to substantiate his claims for the 502nd
Tactical Control Group policy of awards and decorations; therefore, they
can not verify his eligibility for this decoration. Therefore, they
recommend denial of applicant’s request for award of the Air Medal and
Bronze Star Medal.
A complete copy of the Air Force evaluation, with attachment, is attached
at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 3 November 2000, a copy of the Air Force evaluation was forwarded to the
applicant for review and response within thirty (30) days. As of this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest
of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of probable error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case; however,
we agree with the opinion and recommendation of the Air Force and adopt
their rationale as the basis for our conclusion that the applicant has not
been the victim of an error or injustice. The applicant did not provide
any documentation showing a written recommendation was submitted into
official channels for either the Air Medal or the Bronze Star Medal; nor
has he provided documentation to substantiate his contention regarding the
policy of awards/decorations in the 502nd Tactical Control Group;
therefore, his eligibility for the decorations cannot be verified. In view
of the foregoing, and in the absence of evidence to the contrary, we find
no compelling basis to recommend granting the relief sought in this
application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of probable material error or injustice; that the application
was denied without a personal appearance; and that the application will
only be reconsidered upon the submission of newly discovered relevant
evidence not considered with this application.

Since the 7th and 13th Air Forces’ Decoration Review Boards reviewed all decorations at that time, they were in the best position to determine which recommendations for the BSM should be awarded and which should be downgraded to the AFCM in order to provide consistency in decorations. In support of his appeal, the applicant provided a personal statement, a letter from his supervisor, dated 17 March 1999, proposed citation for the AFCM, w/2OLC, and other documentation.
