APPLICANT REQUESTS THAT:
His records (DD Form 214, Report of Separation from the Armed Forces
of the United States) be corrected to reflect his Air Traffic
Controller training, ANURD/2 (VHF/DF) training, Tower Chief training,
and Control Center training.

APPLICANT CONTENDS THAT:
His records do not reflect his training.
In support of his appeal, the applicant provided a personal statement
and a copy of his DD Form 214, Report of Separation from the Armed
Forces of the United States (Exhibit A).
By letter, dated 12 Aug 00, the applicant provided additional
supporting documentation, which is attached at Exhibit C.

STATEMENT OF FACTS:
Available documentation indicates that the applicant enlisted in Air
Force on 14 Jun 49 and was honorably discharged on 3 Dec 52, in the
grade of staff sergeant.
Available documentation also indicates that the portion of the
applicant’s appeal requesting that his records be corrected to reflect
award of the Good Conduct Medal and Republic of Korea Presidential
Unit Citation, that his permanent grade be changed from airman second
class to staff sergeant, and that his records be corrected to reflect
“GED for two years of college” was being resolved administratively.

AIR FORCE EVALUATION:
The USAF Education and Training Branch, AFPC/DPPAT, reviewed this
application and recommended denial. DPPAT indicated that their office
carefully examined the applicant’s records and determined that
additional documentation was required to properly evaluate his case.
Upon receipt of the applicant’s additional information, they were
still unable to substantiate his request. According to DPPAT, the
information provided indicated that the applicant’s training was not
considered formal training.

Exhibit D.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Applicant reviewed the advisory opinion and furnished a response and
additional documentary evidence which is attached at Exhibit F.

ADDITIONAL AIR FORCE EVALUATION:
Pursuant to the Board’s staff request, the Recognition Programs
Branch, AFPC/DPPPR, reviewed this application and provided an
assessment concerning the applicant’s request that his records be
corrected to reflect award of the “Sygman Rhee Unit Citation.”
According to DPPPR, the citation is the same as the Republic of Korea
Presidential Unit Citation, which has been added to the applicant’s
records (Exhibit G).

APPLICANT'S REVIEW OF ADDITIONAL AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to applicant on 26
Mar 01 for review. As of this date, no response has been received by
this office (Exhibit H).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice concerning the
applicant’s request that his DD Form 214 be corrected to reflect his
Air Traffic Controller training, ANURD/2 (VHF/DF) training, Tower
Chief training, and Control Center training. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air Force
office of primary responsibility (OPR) and adopt their rationale as
the basis for our conclusion that the applicant has not been the
victim of an error or injustice. Therefore, in the absence of
evidence that the applicant’s DD Form 214 regarding his training is
erroneous, we find no compelling basis to recommend granting the
relief sought in this application.
4. Regarding the applicant’s request that his records be corrected to
reflect award of the “Sygman Rhee Unit Citation,” we note that the
citation is the same as the Republic of Korea Presidential Unit
Citation, which DPPPR indicated has been added to the applicant’s
records. Therefore, no further action is contemplated concerning this
request.
5. A review of the available evidence reveals that the remaining
portions of the application are being resolved administratively.
Accordingly, no further action is contemplated regarding these
requests.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of probable material error or injustice;
that the application was denied without a personal appearance; and
that the application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.
