APPLICANT REQUESTS THAT:
The Officer Selection Brief (OSB) prepared for consideration by the
CY98C (P0698C) Below-The-Zone (BPZ) Central Colonel Board, which
convened on 1 Dec 98, be amended in the "Assignment History" section
to reflect the duty title of “DMS Implementation Manager," with an
effective date of 26 Jun 97, and the duty title of “Deputy Commander,
Global Operations and Security Center,” with an effective date of 25
Mar 98, rather than 26 Jun 97.
He be given Special Selection Board (SSB) consideration by the P0698C
board with his corrected record.
APPLICANT CONTENDS THAT:
The last two entries of his duty history were in error. He realizes
that the changes to his record are not major, but he does believe that
they are significant in that they truly represent the jobs he has held
since arriving at the Defense Information Systems Agency (DISA).
Further, he believes the changes reflected an increase in
responsibility and authority, which clearly demonstrated his ability
to perform in the next higher grade.
In support of his appeal, the applicant provided a personal statement,
copies of his OSBs, and documentation pertaining to his duty history.

STATEMENT OF FACTS:
Information extracted from the Personnel Data System (PDS) indicates
that the applicant is currently serving on active duty in the grade of
lieutenant colonel, having been promoted to that grade on 1 Feb 95.
He has a projected promotion to the grade of colonel. His Total
Active Federal Military Service Date (TAFMSD) is 27 Jun 78.

AIR FORCE EVALUATION:
The Assignment Information Systems Branch, AFPC/DPAPS, reviewed this
application and indicated that, based on the Officer Performance
Report (OPR) closing 24 Mar 98, they concur that the applicant’s 26
Jun 97 duty title should have reflected “DMS IMPLEMENTATION MANAGER.”
Per coordination with the applicant’s Assignment Officer, they concur
that the applicant’s current duty title should have been shown as “DEP
CC, GLOBAL OPS AND SEC CTR,” with an effective date of 25 Mar 98.
A complete copy of the DPAPS evaluation is at Exhibit C.
The Promotion, Evaluation, and Recognition Division, AFPC/DPPP,
reviewed this application and indicated that, while they concur with
the findings of AFPC/DPAPS, they recommend denial of the applicant’s
request for SSB consideration. DPPP noted that the P0698C board
members were aware of the applicant’ duty titles and progression in
increased responsibility. His OPR closing 24 Mar 98 reflected the
duty title of “DMS Implementation Manager,” and his Promotion
Recommendation Form (PRF)reflected his current duty title of “Deputy
Commander, Global Operations and Security Center.”

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to applicant on 3
Sep 99 for review and response. As of this date, no response has been
received by this office (Exhibit E).
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice. We note that the
applicant’s duty history was in error and appears to has been
corrected administratively. However, we agree with the rationale
expressed by AFPC/DPP concerning SSB consideration with the corrected
duty history. Therefore, in the absence of sufficient evidence to
support a determination that the applicant’s record before the
original selection board was so inaccurate or misleading that the
board was unable to make a reasonable decision concerning his
promotability in relationship to his peers, we adopt their rationale
and conclude that no basis exists to recommend granting the relief
sought in this application.
THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of probable material error or injustice;
that the application was denied without a personal appearance; and
that the application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.
