APPLICANT REQUESTS THAT:
He be awarded the Air Medal for completing 2000 hours of overwater
flights.

APPLICANT CONTENDS THAT:
He should have been presented the Air Medal at the discharge center
since he had completed 2000 hours of overwater flights.
The applicant provided copies of his flight records to verify his
overwater hours.

STATEMENT OF FACTS:
Information taken from the applicant’s master personnel file
indicates he served on active duty from 3 July 1942 to
27 November 1945. At the time he performed the overseas
flights, he was assigned to Hamilton Field, California and was a
nonrated crewmember or passenger on flights to the Asiatic-Pacific
Theater of Operations. His Military Occupational Specialty was
Flight Traffic Clerk.

AIR FORCE EVALUATION
The Air Force Personnel Center Awards and Decorations Section,
AFPC/DPPPR, reviewed this application and recommends denial of the
applicant’s request.
The applicant did not provide any documentation showing he was
recommended for award of the Air Medal. The Air Medal is awarded
for heroic or meritorious achievement while participating in an
aerial flight. The applicant did not provide any documentation
showing that he met these criteria. There is no indication in the
applicant’s records that he met the criteria.
The Air Medal is not awarded for accomplishing a set number of
hours on overseas flights. The applicant has not provided a
recommendation for award of the Air Medal for his World War II
period of service or any documentation to show that he is eligible
for consideration for award of the Air Medal.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION
A copy of the Air Force advisory was forwarded to the applicant on
25 Feb 00 for review and comment within 30 days. As of this date,
this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of probable error or injustice. We took
notice of the applicant's complete submission in judging the merits
of the case; however, the majority of the Board agrees with the
opinion and recommendation of the Air Force office of primary
responsibility and adopts their rationale as the basis for the
conclusion that the applicant has not been the victim of an error
or injustice. Therefore, based on the available evidence of record,
the majority of the Board finds no basis upon which to favorably
consider this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of probable material error or injustice;
that the application was denied without a personal appearance; and
that the application will only be reconsidered upon the submission
of newly discovered relevant evidence not considered with this
application.

SUBJECT: AFBCMR Application of XXXXXXXXXXX
I have carefully reviewed the evidence of record and the
recommendation of the Board members. A majority found that
applicant had not provided substantial evidence of error or
injustice and recommended the case be denied. I concur with that
finding and their conclusion that relief is not warranted.
Accordingly, I accept their recommendation that the application be
denied.
Please advise the applicant accordingly.

In support of the application, the applicant provides personal statements, a copies of his discharge document and his enlisted duty record, and excerpts from a periodical named Stormy Weather (Exhibit A).
