APPLICANT REQUESTS THAT:

He be awarded the Armed Forces Expeditionary Medal for  participation  in
Operation New Tape in the Congo.

APPLICANT CONTENDS THAT:

He was  temporarily  assigned  for  approximately  60  days  in  1961  to
Leopoldville, Congo and his DD Form 214 should be  corrected  to  reflect
the award of the Armed Forces Expeditionary Medal for said service.

In support of the appeal, the applicant provides copies of his  temporary
duty (TDY) orders dated 22 Mar 61  and  1  Jul  61  and  other  documents
associated with his service.

STATEMENT OF FACTS:

The applicant enlisted in the regular Air Force on 12  Feb  1956  in  the
grade of airman basic (E-1) for a period of four years.  He  was  awarded
the Air Force Longevity Service (AFLS) Medal.

On 14 Aug 61, the applicant was  released  from  active  duty  under  the
provisions of AFR 39-10 (Expiration Term of Service)  with  an  honorable
characterization of service in the grade of airman  second  class  (E-3).
He was credited with 5 years, 6 months, and 3 days of active service.

On 17 Apr 2000, Personnel Program Management,  HQ  AFPC/DPPRRB,  informed
the applicant that he was entitled to the National Defense Service Medal.
 The applicant, Veterans Administration  and  Department  of  Labor  were
issued copies of the DD Form 215 (Correction to DD Form 214,  Certificate
of Release or Discharge from Active Duty) as evidence of the correction.

AIR FORCE EVALUATION:

The Recognition Programs Branch, HQ AFPC/DPPPR, reviewed the  applicant’s
case and recommended denial.   The  advisory  states  that  although  the
applicant submitted copies of orders  dated  22  Mar  61  and  1  Jul  61
relevant to the temporary duty  assignment  in  the  Congo,  it  required
additional data  (Travel  Voucher)  to  confirm  the  applicant  actually
accomplishment the duty in question.   The  applicant  was  requested  to
provide said document. The applicant  did  not  respond  to  the  request
(Exhibit C).

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

The applicant’s counsel, Division of Veterans Affairs (DVA), states  that
the applicant’s personnel file shows no indication  that  the  orders  in
question were changed, countermanded, or disobeyed nor that the applicant
served anywhere in the Air  Force  during  the  time  period  other  than
Leopoldville, Congo as ordered.  DVA states the  applicant  was  suddenly
inoculated with 6 immunizations/ vaccinations in January and  March  1961
that would be necessary in preparation for deployment to the  area.   DVA
states that the National Personnel  Record  Center  (NPRC)  in  St  Louis
informed them that since travel vouchers have a very  short  shelf  life;
they could not provide a  copy  of  the  applicant’s  40-year-old  travel
voucher.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing law  or
regulations.

2.  The application was timely filed.

3.  Sufficient relevant evidence has been presented  to  demonstrate  the
existence  of  probable  error  or  injustice  to  warrant  awarding  the
applicant the Armed Forces  Expeditionary  Medal.   While  the  applicant
could not provide a  copy  of  his  travel  voucher  for  the  period  in
question, we are persuaded by the evidence provided by the applicant  and
the rebuttal by the  Division  of  Veterans  Affairs  to  the  Air  Force
Advisory substantiated that the applicant did  participate  in  Operation
New Tape in the Congo for a period of at least 60  days.   Therefore,  we
believe that any doubt should be resolved in favor of the  applicant  and
recommend that his records be corrected as indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military  records  of  the  Department  of  the  Air  Force
relating to APPLICANT be corrected to show that he was awarded the  Armed
Forces Expeditionary Medal for his service in the Congo from 23 Mar 61 to
26 Apr 61.

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of
Section 1552, Title 10, United States Code (70A Stat 116), it is directed
that:

      The pertinent military records of the Department of the Air Force
relating to Applicant, be corrected to show that he was awarded the Armed
Forces Expeditionary Medal for his service in the Congo for a period of
sixty days commencing on or about 23 mar 61.
