APPLICANT REQUESTS THAT:
He be considered for promotion to the grade of colonel by a Special
Selection Board (SSB) for the Calendar Year 1998A (CY98A) Central
Colonel Medical/Dental Corps Board.

APPLICANT CONTENDS THAT:
The reasons the applicant believes the records to be in error or
unjust and the evidence submitted in support of the appeal, including
supporting statements, are at Exhibit A.

STATEMENT OF FACTS:
The new duty title/position, effective 24 July 1998, was reflected on
the CY98A Officer Selection Brief (OSB). The top Officer Performance
Report (OPR) reviewed by the selection board closed on 24 June 1998
and covered his previous position. The Promotion Recommendation Form
(PRF) also covered his previous position and had an overall
recommendation of “Promote.”
The remaining relevant facts pertaining to this application, extracted
from the applicant's military records, are contained in the letter
prepared by the appropriate office of the Air Force. Accordingly,
there is no need to recite these facts in this Record of Proceedings.

AIR FORCE EVALUATION:
The Chief, Promotion, Evaluation & Recognition Division, HQ AFPC/DPPP,
reviewed the case and provides his rationale for recommending denial.
A complete copy of the Air Force evaluation is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant reviewed the evaluation and provided his counter-
arguments to the Air Force evaluation’s recommendation. In addition,
three individuals forwarded electronic mailgrams (EMails) to this
office in support of the applicant’s appeal.
Applicant’s response and the EMails are at Exhibit E.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice to warrant partial
relief. Based on the supporting statements, we believe the possibility
exists that the applicant was miscounseled with respect to writing a
letter to the selection board president as he contends. As a result,
he may not have received full and fair consideration by the selection
board. In order to preclude a possible injustice, we recommend that
the applicant be considered by SSB for the CY98A board provided he
writes a letter to the board president. Therefore, his records should
be corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, provided he writes a letter to the board
president, be considered for promotion to the grade of colonel by a
Special Selection Board for the Calendar Year 1998A Central Colonel
Medical Corps/Dental Corps (MC/DC) Board.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to , provided he writes a letter to the board
president, be considered for promotion to the grade of colonel by
Special Selection Board for the Calendar Year 1998A Central Colonel

Additionally, although the OSBs for the 1998, 1999, and 2000 board did not reflect his dental residency training, his training report closing 24 Jun 95, which was filed in his Officer Selection Record (OSR), did show his completion of "Advanced Clinical Dentistry Program." The two board certification documents, and masters degree document be placed in his officer selection record (OSR). However, the citations were not placed in his OSR. Even though all the AFAM citations were not on file for the board, they were in evidence before the board on the OSB.
The Promotion Recommendation Form (PRF), reviewed by the Calendar Year 1991 Medical/Dental Corps (CY91 MC/DC) Central Lieutenant Colonel Selection Board, be declared void and replaced with a reaccomplished PRF.
