APPLICANT REQUESTS THAT:
He be given consideration by Special Selection Board (SSB) for the
Calendar Year 1998B (CY98B) Central Major Selection Board with the
following amendments to his records:
1. Inclusion of the citation for the Air Force
Commendation Medal, 2nd Oak Leaf Cluster (AFCM 2OLC) for service in
Garmisch, Germany, during the period 15 April to 12 June 1993.
2. Restoration of a data masked [2] April 1993 duty
history entry.
3. [Presumably, the applicant would also want to include
the other administrative corrections approved by the Evaluation
Reports Appeal Board (ERAB) and made by HQ AFPC/DPPPA after the CY98B
board. See Exhibits C & F.]

APPLICANT CONTENDS THAT:
The reasons applicant believes he has been the victim of an error
and/or an injustice are contained in his submission, a complete copy
of which is at Exhibit A.

STATEMENT OF FACTS:
The applicant is currently serving on extended active duty in the
grade of captain (date of rank: 27 May 1991).
He was considered but not selected for promotion to the grade of major
by the CY98B board, which convened on 6 April 1998. The Officer
Selection Brief (OSB) did reflect that he had been awarded four AFCMs,
the last in 1995. However, the citation for the AFCM 2OLC was not
filed in his selection folder until 18 September 1998.
On 14 September 1998, HQ AFPC/DPPPA advised the applicant that the
ERAB had approved his AFI 36-2401 application to correct his Officer
Performance Reports (OPRs) closing 30 June 1991 and 30 June 1993. The
Duty Air Force Specialty Code (DAFSC) on the 1991 OPR was changed from
4941A to 4945A. Although the applicant indicates the days of
supervision on the 30 June 1993 OPR were changed from 365 to 255, the
OPR was corrected to reflect a total of 315. Also, the Training Report
closing 26 August 1988 was updated in the Personnel Data System (PDS).
However, applicant’s request for SSB consideration was not approved.
The remaining relevant facts pertaining to this application, extracted
from the applicant's military records, are contained in the letter
prepared by the appropriate offices of the Air Force. Accordingly,
there is no need to recite these facts in this Record of Proceedings.

AIR FORCE EVALUATION:
The Assistant NCOIC, Reports & Queries Team, HQ AFPC, DPAPS1,
addressed the masked data entry. In accordance with AFI 36-2622, duty
information is recorded and stored chronologically as history only for
those duties previously approved by AFPC and held for 60 days
(officer). In addition, the data masked entry does not coincide with
the OPR closing 30 June 1993. Therefore, the author nonconcurs based
on the applicant’s holding a duty for less than 60 days and the
conflict to the OPR on file. The author advises that some other minor
discrepancies not mentioned in the applicant’s request were noted and
action has been taken to correct them. The DAFSC of the 1 April 1992
entry was changed from 4945 to 4945C to coincide with the 30 June 1992
OPR, and two new duty entries of 26 October 1992 and 12 December 1992
were added [PDS printout at Tab 1 reflects these corrections].
A copy of the complete Air Force evaluation is at Exhibit C.
The Chief, Appeals & SSB Branch, HQ AFPC/DPPPA, also reviewed the case
and indicated she would not be opposed to the applicant’s receiving
SSB consideration by the CY98B board with the correct citation for the
AFCM 2OLC filed in his officer selection record. However, she concurs
with HQ AFPC/DPAPSI’s opinion that the masked entry should not be
added to applicant’s CY98B OSB and opposes SSB consideration for that
issue.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Applicant reviewed the opinions and advised what corrections were made
through his other application with the ERAB. He would like the Board
to consider these changes.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice to warrant granting most
of the relief requested. We carefully considered the available
evidence, the applicant’s submission, and the administrative
corrections made to his records after the CY98B board. We agree with
the Air Force’s rationale for not restoring the data masked duty
history entry. Taken individually, the other errors in his records may
not be sufficient to warrant SSB consideration. However, we believe
their cumulative affect may have deprived the applicant of full and
fair consideration by the selection boar. We are persuaded that the
applicant’s records should be corrected to the extent indicated below
so that the administrative corrections made subsequent to the CY98B
promotion board are included for review by an SSB for the CY98B board.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, to include an Officer Selection Brief
reflecting in the Assignment History Section a Duty Air Force
Specialty Code (DAFSC) of “4945C” rather than “4945” for the 1 April
1992 entry; a 26 October 1992 entry indicating “DAFSC 4945, Squadron
Officer School, Maxwell AFB, AL;” and a 12 December 1992 entry
indicating “DAFSC 4945, Chief of Plans and Implementation,
Soesterberg, Netherlands;” and the citation for the Air Force
Commendation Medal, 2nd Oak Leaf Cluster, for service in Garmisch,
Germany, during the period 15 April to 12 June 1993; the Officer
Performance Report (OPR) closing 30 June 1991, reflecting a DAFSC of
“4945A;” and the OPR closing 30 June 1993, reflecting the number of
days of supervision as “315” be considered for promotion to the grade
of major by a Special Selection Board for the Calendar Year 1998B
Central Major Board.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to , to include an Officer Selection Brief
reflecting in the Assignment History Section a Duty Air Force
Specialty Code (DAFSC) of “4945C” rather than “4945” for the 1 April
1992 entry; a 26 October 1992 entry indicating “DAFSC 4945, Squadron

With regard to the applicant’s request to correct the Assignment History section on the Officer Selection Brief (OSB) reviewed by the CY98B promotion board, we note that AFPC/DPAPS1 concurs with the applicant that the duty titles for 6 May 1991 and 1 October 1991 as reflects “Mechanical Engineer” are incorrect and should be deleted. His Duty Air Force Specialty Code (DAFSC) be corrected on his Officer Selection Brief (OSB) to read “32E4” versus “32E3G." On 17 April 1998 and 22 June 1998 the Unit Personnel Manpower Document (UPMR) and the UMD were corrected to reflect the correct DAFSC of “32E4." They therefore, believe the applicant’s DAFSC was correct when he was considered for promotion to the grade of major and his request is without merit.
