AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
RECORD OF PROCEEDINGS
IN THE MATTER OF:
DOCKET NUMBER: 98-00269
COUNSEL: NONE
HEARING DESIRED: NO
FEB
I 9 1999
Applicant requests that the DD Form 214, Report of Separation
from Active Duty, Block 16b, Related Civilian Occupation and
D.O.T. Number, be changed from nurse's aid to practical or
vocational nurse. Applicant's submission is at Exhibit A.
The appropriate Air Force office evaluated applicant's request
and provided an advisory opinion to the Board recommending the
application be denied (Exhibit C) . The advisory opinion was
forwarded to the applicant for review and response (Exhibit D).
As of this date, no response has been received by this office.
After careful consideration of applicant's request and the
available evidence of record, we find insufficient evidence of
error or injustice to warrant corrective action. The facts and
opinions stated in the advisory opinion appear to be based on the
evidence of record and have not been rebutted by applicant.
Absent persuasive evidence applicant was denied rights to which
entitled, appropriate regulations were not followed, or
appropriate standards were not applied, we find no basis to
disturb the existing record.
Accordingly, applicant I s request is denied.
The Board staff is directed to inform applicant of this decision.
Applicant should also be informed that this decision is final and
will only be reconsidered upon the presentation of new relevant
evidence which was not reasonably available at the time the
application was filed.
Members of the Board Mr. Vaughn E. Schlunz, Mr. Walter J. Hosey,
and Mr. Richard A. Peterson considered this application on
10 February 1999, in accordance with the provisions of Air Force
Instruction 36-2603, and the governing statute, 10, U.S.C. 1552.

to, "change the title of 'equivalent civilian occupation' entry from 'nurse's aid' to
'practical' or 'vocational' nurse."
FACTS: The DD Form 214 used at the time o
separation contained, Related Civilian
Occupation and D.O.T. Number, block 16b. This is the only reference to "equivalent civilian occupation".
DISCUSSION: The Dictionary of Occupational Titles (D.0.T.) was designed as a job placement tool to
facilitate matching job requirements and worker skills. It provided job placement agencies a guide to determine
similar occupations that were possibly related to military skills. The functional community reviewed available
codes and, with the assistance of Personnel, determined the most appropriate D.O.T. code@) to be used with each
specialty. Listing a related job on the DD Form 2 14, in and of itself, did not "certify" an individual as qualified in
"practical" or "vocational" nurse were not used in the D.O.T. book. The AFSC, along with duty title and
active duty tour (Jul71 through Jul74), the related D.O.T. Jobs for AFSCs 902x0,
e listed as: Medical Assistant, Nurse Aide, Orderly, or Ward Attendant. The terms
propriate D.O.T. to include in item 16b of the DD Form 214.
formal military training consisted of completing the Medical Services
Specialist Course, 3ABR90239, in 1971. This training was not equivalent to the requirements to be an Air Force
Nurse. The Air Force restricts award of nursing AFSCs to commissioned officers who have graduated from an
accredited school of nursing acceptable to the Air Force Surgeon General.
Finally, the requirement to list a related D.0.T code on the DD Form 214 was deleted in July 78. They were
deleted from the specialty descriptions as each was revised beginning in Apr 79, and completely eliminated from
remaining specialty descriptions with the 1982 revision to AFR 39-1.

is not warranted. Therefore, recommend applicant's request be denied.
