AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS

RECORD OF PROCEEDINGS

IN THE MATTER OF:

DOCKET NUMBER: 97-01566
COUNSEL: NONE

OCT 2 2 7997

HEARING DESIRED: NO

Applicant requests that her DD Form 214, Item 11, be corrected to
read 4T051 - Medical Lab Journeyman. Applicant's submission is
at Exhibit A.

The appropriate Air Force office evaluated applicant's request
and provided an advisory opinion to the Board recommending the
application be denied (Exhibit C ) .
The advisory opinion was
forwarded to the applicant for review and response (Exhibit D).
As of this.date, no response has been received by this office.

After careful consideration of applicant's request and the
available evidence of record, we find insufficient evidence of
error or injustice to warrant corrective action. The facts and
opinions stated in the advisory opinion appear to be based on the
evidence of record and have not been rebutted by applicant.
Absent persuasive evidence applicant was denied rights to which
entitled, appropriate regulations were not followed, or
appropriate standards were not applied, we find no basis to
disturb the existing record.

Accordingly, applicant's request is denied.

The Board staff is directed to inform applicant of this decision.
Applicant should also be informed that this decision is final and
will only be reconsidered upon the presentation of new relevant
evidence which was not reasonably available at the time the
application was filed.

Members of the Board Mr. Henry C." Saunders, Mr. Allen Beckett,
and Mr. Richard A. Peterson considered this application on 16 Oct
97, in accordance with the provisions of Air For e Instruction
36-2603 and the governing statute, 10 U p . C . 1%2/

MEMORANDUM FOR SAFMIBR

FROM: HQ AFPCDPPAC

550 C St West, Ste 10
Randolph AFB TX 78 150-47 12

Member is requesting correction of DD Form 2 14, Item 1 1.

FACTS: AFSC 3T03 1 is not the correct identifier for Medical Lab Apprentice. This specialty is identified
by AFSC 4T03 1. It appears to be a typographical error when the DD Porm 2 14 was prepared. Member has stated
she was awarded the 5-skill level in AFSC 4TOX1 due to an kxtension of military service, rank, and prior 5-skill
level in AFSC 2TOX1. These actions do not meet the upgrade requirements for award of this skill level. For award
of the 5-skill level, member must have completed all core tasks identified in the Career Field Education and Train-
ing Plan, and completed the Career Development Course. After a thorough review of members personnel record,
there was no AF Form 2096 and any other documentation to substantiate award of the 5-skill level in AFSC 4TOX1.

The AFSCs identified in Item 11 of DD Form 214 apply to awarded AFSCs (PAFSC, 2AFSC,
etc.). The awarded AFSCs identifj what specialties member was qualified to perform duty in and at what skill level.
SrA Barresi may be confusing this with the CAFSC, which is a management tool used to make airman assignments,
to assist in determining training requirements, and to consider individuals for promotion. In the grade of
members are given a CAFSC at the 5-skill level. However, this does not apply to the awarded AFSCs.
-AFSC
was 4T031 because she retrained into this specialty and completed technical training. But it does not appear she
completed the requirements for award of the 5-skill level. In
ffice to direct a change to the skill level,
ched as her justification does not meet
we must have the appropriate documentation. The evidence
this requirement.

was 2T051 because that is the specialty she was most qualified to perform duty in. Her 2A

RECOMMENDATION: Based on the above, this request is partially substantiated. We agree the AFSC to
identify the Medical Lab specialty should be corrected. HQ AFPC/DPPRSO has been informed to take the appro-
priate actions. However, without documentation, we cannot authorize the award of the 5-skill level in this AFSC.

If you have any other questions, or if we can be of further assistance, please contact me at ext 487-5678.

Only those individuals assigned to an IDMT 4N0X1C CAFSC position at the time of the conversion were considered for promotion as an IDMT in the CY05 cycle. As to whether some individuals were incorrectly promoted because they were “lucky” enough to be identified in the wrong CAFSC, promotion selections are “tentative pending verification by the MPF” (AFI 36-2502) and airmen are not “to assume the grade when data verification discovers missing or erroneous data.” Therefore, if an IDMT serving...
