                            RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS

IN THE MATTER OF: DOCKET NUMBER: 95-03858

            COUNSEL: NONE

            HEARING DESIRED: YES

RESUME OF CASE:

On 30 July 1996, the Board considered the applicant’s request that he
receive a copy of the citation to accompany the award of the Purple Heart
(PH) he received in 1946. The Board found insufficient evidence of an
error or injustice and denied the application. A complete copy of the
Record of Proceedings is attached at Exhibit F.

In a letter, dated 7 October 1997, applicant provided additional
documentation and requested reconsideration of his request. Applicant’s
complete submission is attached at Exhibit G.

THE BOARD CONCLUDES THAT:

Sufficient relevant evidence has been presented to demonstrate the
existence of probable error or injustice. After thoroughly reviewing the
additional documentation provided by applicant, we believe the applicant
should be awarded the PH. The applicant states that he was previously
awarded the PH; however, the original citation was stolen from his home.
In addition, the applicant’s records were destroyed by fire in 1973 at the
National Personnel Records Center in St. Louis. The applicant has provided
statements from family members who recall him being awarded the PH and
copies of various newspaper articles which indicate he was awarded the PH.
In view of this and since we have no basis to question the applicant’s
personal statement, we believe any doubt in this matter should be resolved
in the applicant’s behalf. Therefore, we recommend the applicant be
awarded the PH.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air Force relating
to APPLICANT, be corrected to show that he was awarded the Purple Heart for
injuries sustained during a bombing mission over Laons, France on 9 May
1944

The following members of the Board considered this application in Executive
Session on 25 March 1999, under the provisions of AFI 36-2603:

Mr. Thomas S. Markiewicz, Panel Chair
                  Ms. Patricia J. Zarodkiewicz, Member
                  Ms. Dorothy P. Loeb, Member
Mr. Phillip E. Horton, Examiner (without vote)

All members voted to correct the records, as recommended. The following
documentary evidence was considered:

Exhibit F. Record of Proceedings, dtd 23 Aug 96, w/atchs.
      Exhibit G. Letter, Applicant, dated 7 Oct 97, w/atchs.

             THOMAS S. MARKIEWICZ

Since the applicant's request for CRSC compensation for his hearing loss and tinnitus has been approved by the CRSC board, the only matter requiring consideration by this Board is his request for award of the KSM, PH, BS, and MSM.
