SUBJECT: Application for Correction of Military Records
Applicant’s entire case file has been reviewed and is forwarded with the following findings,
conclusions and recommendations.
REQUESTED ACTION: The applicant voluntarily separated from the Air Force after 17
days in basic military training (BMT) when it was discovered she carried Sickle Cell Trait. She
applies now requesting a change in her reentry code that would allow her to return to military
service.
FACTS: The applicant received routine blood screening tests after arrival at BMT which
showed she carried the genetic trait for sickle cell disease. While having the trait is not, in and
of itself, disqualifying for enlistment or continued military service, those who are found to be so
affected in BMT are given the option of separating or continuing their military duties. In the
applicant’s case, she elected to separate, signing a statement that by doing so she would be
ineligible to return to military service. She bases her change of mind on receiving further
education about her genetic makeup and its potential effects on her future performance
capabilities, feeling she would be capable of accomplishing military duty requirements.
DISCUSSION: As AFI 48-123, Medical Examination and Standards does not list having the
trait as disqualifying for enlistment or continued service, the relief requested by the applicant
should be granted.
RECOMMENDATION: The BCMR Medical Consultant is of the opinion that the applicant’s
reentry code on her DD Form 214 should be changed to “3K by authority of the Air Force
Board for Correction of Military Records, and that she be allowed to reenlist in a branch of the
United States Armed Forces, if otherwise qualified with the caveat that the existence of the trait
would be excluded as justification for any future separation requests. As sickle cell trait is not a
disqualifying condition, a waiver to allow her reentry does not seem indicated.

The applicant requests her Reenlistment Eligibility (RE) code changed to a favorable
code to permit future reentry into a military service. The applicant was discharged on 25 Oct 96
with an RE code of “2C: Entry level separation without characterization of discharge.”
In reviewing applicant’s military personnel record, we determined the RE code is
correct since it was driven by the reason for discharge. However, the Air Force Board for
Correction of Military Records (AFBCMR) Medical Consultant recommends changing the RE
code to “3K: Reserved for use by HQ AFPC or the Air Force Board for Correction of Military
Records (AFBCMR) when no other reenlistment eligibility code applies or is appropriate.”
We defer to the Board to decide whether applicant’s case warrants relief. If the Board
changes applicant’s RE code to “3K,” she will be able to apply for a waiver for reentry into a
military service, provided all other conditions for enlistment are met.

MEMORANDUM OF CONSIDERATION OF APPLICATION BEFORE THE AFBCMR
Having carefully reviewed this application, we agree with the recommendation of the Air
Staff and adopt the rationale expressed as the basis for our decision that the applicant has been
the victim of either an error or an injustice. Therefore, under the authority delegated in AFI 36-
2603, the applicant's records will be corrected as set forth in the accompanying Memorandum for
the Chief of S W signed by the Executive Director of the Board or his designee.
