by Special Selection Board (SSB) for the Calendar Year 1997
(CY97C) Lieutenant Colonel Board.
APPLICANT CONTENDS THAT:
The Defense Meritorious Service Medal (DMSM) was not in his
record when he was considered by the CY97C selection board.
Applicant states that the DMSM was missing from his Officer
Selection Record (OSR) and Officer Selection Brief (OSB) prior to
the selection board. When he discovered the error, he contacted
his military personnel flight (MPF).
He faxed supporting
documentation to them to update the system.
In support of the appeal, applicant submits Officer Selection
Brief, Officer Pre-Selection Brief, DMSM award, citation, and
permanent order.
Applicant's complete submission is attached at Exhibit A.
STATEMENT OF FACTS:
The applicant is currently serving on active duty in the grade of
Ma] or.
He was considered but not selected for promotion to the grade of
lieutenant colonel by the CY97C lieutenant colonel selection
board which commenced on 21 July 1997.
Applicant was awarded the Defense Meritorious Service Medal
(DMSM) for the period 4 June 1994 through 20 June 1996 by

accompany the award was not on
member's Officer Selection Brief
file for the CY97C board. The
(OSB) did not reflect the award.
Each officer considered by the promotion board received detailed
instructions for review of their pre-selection briefs and
associated records. The instructions clearly state "Officers are
responsible for reviewing their PRF, OPRs and data on their pre-
selection brief for accuracy prior to the board date, addressing
all concerns and discrepancies through their servicing MPF, and
if necessary, their chain of command and senior rater.

AIR FORCE EVALUATION:
The Chief, Appeals and SSB Branch, Directorate of Personnel
Program Management, HQ AFPC/DPPP, reviewed this application and
states that the DMSM was not present in the applicant's OSB, nor
filed in his OSR when he met the board in July 1997. The
applicant identified the error on his OPB in April. He then
followed the instructions accompanying the brief and notified the
MPF. The MPF instructed him to fax them the information for
update. The applicant admits he did not follow up with the MPF
to ensure the update was performed. Further, he did not provide
any documentation from the MPF to substantiate his actions to
correct his record prior to the board. They note the order for
the DMSM is dated 29 May 1996, and the citation should have been
filed in his OSR 28 July 1996. However, he did not show proper
diligence to ensure his records were accurate prior to the board.
Officers will not be considered by Special Selection Board if, in
exercising reasonable diligence, the officer should have
discovered the error or omission in his records and could have
taken timely corrective action. Therefore, they recommend denial
of applicant's request.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A complete copy of the Air Force evaluation was forwarded to the
applicant on 30 March 1998, for review and response within thirty
(30) days. As of this date, no response has been received.
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of probable error or injustice. After
reviewing the evidence of record, we are persuaded that the
Defense Meritorious Service Medal (DMSM) should have been
reflected on the member's Officer's Selection Brief (OSB) and
Officer's Selection Record (OSR) prior to the convening of the
selection board in question. In view of the above and to offset
any possibility of any injustice to the applicant, we recommend
that his record, to include the DMSM, be considered for promotion
to the grade of lieutenant colonel by Special Selection Board for
the CY97C Lieutenant Colonel Board.
THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, to include the Defense Meritorious Service
Medal (DMSM) for the period 4 June 1994 through 20 June 1996, be
considered for promotion to the grade of lieutenant colonel by
Special Selection Board for the CY97C Lieutenant Colonel Board.

Had he properly reviewed his OPB at that time, he could have written a letter to the CY97C board president to ensure the information was present for the CY97C board's review - especially if the PME entry was important to his promotion consideration. A complete copy of the Air Force evaluation is attached at Exhibit C . The Air Force has indicated that the entry for the Brazilian PME course was missing from the applicant's Officer Selection Brief (OSB) reviewed by the CY97C board.
It is the applicant's responsibility and not the MPF, flight records office or the Air Force, to ensure his records are correct prior to the board. c. At the time the applicant was considered for promotion to the grade of colonel by the CY98C board, the DMSM was reflected on his OSB but the citation was missing from his officer selection record (OSR).
