Applicant requests that his general (under honorable conditions) 
discharge be upgraded to honorable.  Applicant's submission is at 
Exhibit A. 

The Air  Force  Discharge Review Board  (AFDRB) denied  applicant's 
request  on  26  January  1998.  In  accordance  with  policy,  the 
application was forwarded to this Board for further consideration 
(Exhibit C). The AFDRB brief was  forwarded to the applicant  for 
review and  response  (Exhibit D).  As  of  this date,  no  response 
has been received by this office. 

After  careful  consideration  of  applicant's  request  and  the 
available  evidence  of  record, we  find  insufficient evidence  of 
error or  injustice to warrant corrective action.  The facts and 
opinions  stated  in  the  AFDRB  brief  appear  to  be  based  on  the 
evidence  of  record  and  have  not  been  rebutted  by  applicant. 
Absent  persuasive  evidence applicant was  denied  rights to which 
entitled,  appropriate  regulations  were  not  followed,  or 
appropriate  standards  were  not  applied,  we  find  no  basis  to 
disturb the existing record. 

Accordingly, applicant's request is denied. 

The Board staff is directed to inform applicant of this decision. 
Applicant should also be informed that this decision is final and 
will  only be  reconsidered upon the presentation of  new relevant 
evidence  which  was  not  reasonably  available  at  the  time  the 
application was filed.

I, I am recommending your discharge from the United States Air Force for Unsatisfactory Duty 
Performance. The authority for this action is AFPD 3632 and AFI 36-3208, paragraph 5.26.1.  If 
my recommendation is approved, your service will be characterized as honorable or general.  1 
am recommending that your service be characterized as general. 

2.  My reasons for this action are:  .. 

a.  On 26 Feb 97, you were eliminated from your course of study for failing to meet 

academic standards, for which you were counseled and recommended for discharge 
on that date. (Atch I, Appendix A) 

b. On 25 Feb 97, you received a Letter of Reprimand for stating you had intentionally 

failed you course of study to gain a discharge from the United States Air Force. 
(Atch 1, Appendix 6 )  

c. On 24 Feb 97, you made a written statement requesting to be discharged from the Air 

Force. (Atch 1, Appendix C) 

d.  On 12 Feb 97, it was determined that you were derelict in your duties for which you 

received a Letter of Reprimand on 14 Feb 97. (Atch 4, Appendix D) 

e.  On 12 Feb 97, you failed Field Skills measurement with a score of 67%,  minimum 

passing grade is 75%.  Furthermore, you were verbally counseled for falling asleep in 
class three times during lecture, for which you were counseled on that date.

f.  On I I Dec 96, you failed Advanced Meteorology measurement scoring 45%, minimum 
passing score is 75%, for which you were counseled on that date. (Atch I, Appendix F) 

g.  On 22 Nov 96, you failed Weather Equipment measurement scoring 63%, minimum 

passing score is 75%, for which you were counseled on that date.

3. Copies of the documents to be forwarded to the separation authority in support of this 
recommendation are attached.  The commander exercising SPCM JurisdicUon or a higher authority 
will decide whether you will be discharged or retained in the Air Force and, if you are discharged, 
how your service will be characterized.  If you are discharged, you will be ineligible for 
reenlistment In the Air Force.
