forwarded to the applicant for review and response (Exhibit D).
As of this date, no response has been received by this office.
After careful consideration of applicant's request and the
available evidence of record, we find insufficient evidence of
error or injustice to warrant corrective action. The facts and
opinions stated in the advisory opinions appear to be based on
the evidence of record and have not been rebutted by applicant.
Absent persuasive evidence applicant was denied rights to which
entitled, appropriate regulations were not followed, or
appropriate standards were not applied, we find no basis to
disturb the existing record.
Accordingly, applicant's request is denied.
The Board staff is directed to inform applicant of this decision.
Applicant should also be informed that this decision is final and
will only be reconsidered upon the presentation of new relevant
evidence which was not reasonably available at the time the
application was filed.
Members of the Board Mrs. Barbara A. Westgate, Mr. Frederick R.
Beaman 111, and Mr. Steven A. Shaw considered this application on
7 July 1 9 9 8 , in accordance with the provisions of Air Force
Instruction 3 6 - 2 6 0 3 and the governing statute, 10 U.S.C. 1 5 5 2 .

MEMORANDUM FOR" SAF/MIBR
FROM: HQ AFPCDPSFC
SUBJECT: Application for Correction of Military Records -
Randolph AFB TX 78 150-4739 C
Requested Action: The applicant requests he be credited for the award of the Security
Police(SP) Occupational Badge.
Basis for Request: The appIicant contends that he is authorized wear of the SP badge
that he earned while in the Air Force. When he separated it was not annotated on his DD Form
214.
Discussion: The primary requirement for the SP badge was to have served in the career
field and formally awarded the badge. This award would have been documented with an order
signed by the unit commander. The member cites Air Force Instruction 36-2923, Aeronautical,
Duty, Occupational Badges, as authority for this award. Unfortunately, the provisions of this
instruction do not apply to his situation, since the member separated prior to the publishing of the
instruction. Provisions contained in AFI 36-2923 are not retroactive.
Facts: After thorough review of the individuals records, we did not find any
documentation certifying eligibility for this badge to be awarded. Additionally, the certificates
and Air Force Instruction provided do not in themselves establish eligibility. If the member can
produce a document awarding them the Security Police badge we would be able to recommend
correction to the DD 214.
Recommendation: After reviewing the members records, we do not recommend the
SP badge be put on the DD Form 214.
