CONCLUSION; Upon review and consideration of all the evidence of record, the Board finds the existence of an injustice warrajfting upgrading Petitioner’s general discharge to an honorable characterization of service. The Board particularly notes that he had no disciplinary action and his conduct mark average was almost high enough to qualify for a fully honorable discharge.
