Although the discharge processing paperwork is not contained in
your record, subsequently, you were honorably discharged on

31 January 1992. at that time, you were assigned a reenlistment
code of RE-4.

The Board, in its review of your application, carefully weighed
all potentially mitigating factors, such as your youth and
overall record of service. Nevertheless, the Board found that
these factors were not sufficient to warrant a change to your
reenlistment code. An RRE-4 reenlistment code is routinely
assigned under such circumstances. Further, the Board employed a
presumption of regularity pertaining to your discharge. This
means that, in the absence of evidence to the contrary, your
discharge will be presumed to be proper as issued.

Accordingly, your application has been denied. The names and
votes of the members of the panel will be furnished upon request.
