This is in reference to your application for correction of your naval record pursuant to the provisions of title 10 of the United States Code, section 1552.

A three-member panel of the Board for Correction of Naval Records, sitting in executive session, considered your application on 31 October 2006. Your allegations of error and injustice were reviewed in accordance with administrative regulations and procedures applicable to the proceedings of this Board. Documentary material considered by the Board consisted of your application, together with all material submitted in support thereof, your naval record and applicable statutes, regulations and policies. In addition, the Board considered an advisory opinion furnished by the Navy Personnel Command, a copy of which is enclosed.

After careful and conscientious consideration of the entire record, the Board found that the evidence submitted was insufficient to establish the existence of probable material error or injustice. In this connection the Board substantially concurred with the comments contained in the advisory opinion.

Accordingly, your application has been denied. The names and votes of the members of the panel will be furnished upon request.

It is regretted that the circumstances of your case are such that favorable action cannot be taken. YOu are entitled to have the Board reconsider its decision upon submission of new and material evidence or other matter not previously considered by the Board. In this regard, it is important to keep in mind that a presumption of regularity attaches to all official records. Consequently, when applying for a correction of an official naval record, the burden is on the applicant to demonstrate the existence of probable material error or injustice.

This is in response to your petition dated 18 June 2006, to the Board for Correction of Naval
Records (BCNR). In your petition you requested that you would like to have documentation
stating that you were onboard the
USS Prairie (AD-IS) during the salvage operations of the USS
Frank Knox (DDR-742).

According to your service record, you reported to the USS Prairie on 28 April 1962. You were transferred from the ship on 26 January 1966, and released from active duty. It should be noted that there are no entries in your service record involving the salvage operations of the USS Frank Knox. However, according to the records of the Naval Historical Center, Washington, DC, on 18 July 1965, the USS Frank Knox did in fact go aground on Pratas Reef, a coral island in the South China Sea.

Also, according to the USS Prairie’s Ship’s Deck Log Book, on 22 July 1965, the ship begins sailing from Hong Kong to the area of Pratas Reef On 25 July 1965, the ship arrived in the Pratas Reef area to assist in the salvage operations of the USS Frank Knox. On 25 August 1965. the USS Frank Knox was cleared from the Reef and re-floated. The USS Prairie begins sailing to Subic Bay, Philippines.

According to Navy Awards System the USS Prairie did not receive any awards during the period that you were assigned to the ship. No further action is required by the BCNR.
