1.Pursuant to the provisions of reference (a), Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected by removing the Physical Readiness Information Management System (PRIMS) body composition assessment (BCA) entry dated 25 October 2003 reflecting Petitioner was not within body fat standards.

2. The Board, consisting of Messrs. Bourgeois, Dietrich and Frankfurt, reviewed Petitioner’s allegations of error and injustice on 4 May 2006, and pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, naval records, and applicable statutes, regulations and policies.

3.The Board, having reviewed all the facts of record pertaining to Petitioner’s allegations of error and injustice, finds as follows:

a.Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy.

b. In correspondence attached as enclosure (2), PERS-676, the Navy Personnel Command office having cognizance over the subject matter addressed in Petitioner’s application, has
commented to the effect that her BCA record for fall 2003 should be changed to reflect she had been on board less than 10 weeks; and enclosure (3) reflects they explained that this will result in removal of all data showing she was not within body fat standards.

CONCLUSION:

Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosures (2) and (3), the Board finds the existence of an error warranting the following corrective action.

RECOMMENDATION:

a. That Petitioner’s naval record be corrected by amending the PRIMS BCA entry dated 28 October 2003 to show “<10 Weeks,” vice “Participant” under “BC [body composition] Status,” so that all data showing Petitioner was not within body fat standards on that date will be removed.

b. That any material or entries inconsistent with or relating to the Board’s recommendation be corrected, removed or completely expunged from Petitioner’s record and that no such entries or material be added to the record in the future.

c. That any material directed to be removed from Petitioner’s naval record be returned to the Board, together with a copy of this Report of Proceedings, for retention in a confidential file maintained for such purpose, with no cross reference being made a part of Petitioner’s naval record.

4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above entitled matter.

5. 1.Comments and recommendations are forwarded in response to reference (a)

2. 1T2 Physical Readiness Information Management System (PRIMS) record for Fall 2003 is reflected in enclosure (1). Per reference (b), enclosure (8), 16. c., Commanding Officers may require members to participate in body composition assessment (BCA) even though member was on board less than 10 weeks. The results of the BCA should not be used as an official entry into PRIMS.


3. Resolution. Based on the Physical Readiness Program, and accompanying documentation, the member’s BCA record should be changed to reflect less than 10-weeks.

4. This is an advisory memorandum for the use of the Board for Correction of Naval Records only. Point of contact for further information is
