Pursuant to the provisions of reference (a), Subject hereinafter referred to as Petitioner,
filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be
corrected to show that Petitioner is entitled to an incentive allowance for making a
Yourself (DITY) move when she received Active Duty Special Work (ADSW) orders for
active duty.

2. The Board, consisting of Messrs Dunn, Neuschafer, and
Petitioner’s allegations of error and  
iIi_justice  on 14 November 2001 and, pursuant to its
regulations, determined that the corrective action indicated below should be taken on the
available evidence of record. Documentary material considered by the Board consisted of the
enclosures, naval records, and applicable statutes, regulations and policies.

3. The Board, having reviewed all the facts of record pertaining to Petitioner
of error and injustice, finds as follows:

a. Before applying to this Board, Petitioner exhausted all administrative remedies

available under existing law and regulations within the Department of the Navy.

b. After reviewing the correspondence attached as enclosure  

that the request has merit and warrants favorable action.

1Jpon review and consideration of all the evidence of record, and especially in light of the
contents of enclosure

RECOMMENDATION:

That Petitioner’s naval record be corrected, where appropriate, to show that:

a. The orders  which directed Petitioner to COMNAVSUPSYSCOM, Mechanicsburg,

PA for ADSW were issued on  “23 August 2001 ” vice any other date.

b. On 23 August 2001 Petitioner executed the appropriate documents whereby she

voluntarily elected to participate in the DITY Program to move her
endorsement dated 23 August 2001 authority for her participation in the DITY Program was
granted by the appropriate authorities and the proper documents were prepared to show that
government procured equipment for the DITY move was obtained through the appropriate
naval authorities and used by the Petitioner vice that she personally obtained and used.

In the event Petitioner did not obtain weight tickets the incentive payment will be

based on a constructive weight allowance of the capacity of the rental truck.

Norfolk, VA

b. That a copy of this Report of Proceedings be filed in Petitioner
