      Docket No. 374-01
      31 May 2001

  Dear

This is in response to your application (DD Form 149) requesting that you
be provided a new DD Form 214 that does not show the reason for your
  discharge.

A preliminary review of your record indicates that you were discharged by
reason of unsuitability due to a diagnosed character and behavior
disorder. At the time of your discharge, an individual was given the
option of receiving a DD Form 214 with or without the narrative reason
shown on the form. Apparently, you elected that the reason of discharge
not be shown on the original DD Form 214 you received. However,
regulations required that the copy of the DD Form 214 filed in your
record show the specific reason for discharge. That is why the copy
provided by the National Personnel Records Center (NPRC) is different
from the one you received upon discharge.

The original DD Form 214, once issued, is not replaced. It is the
individualts responsibility to protect this important document from
damage. The copy you provide appears to have been severely damaged by
being folded. Had you lost this document, the custodian of your record
would provide a statement of service, but would not issue you a new DD
  Form 214.

Your contention that you should have been medically discharged is without
merit. Character and behavior disorders are not disabilities under the
  law which require medical processing.

I am enclosing a copy of the DD Form 214 on file in your record in which
we have removed the narrative reason and authority for discharge. Since
the NPRC is the custodian of your record, you
may wish to request a certified copy of a DD Form 214 which does not show
the reason and authority for discharge. I do not know, however, whether
such a request would be granted.

Since there is no action to be taken by the Board, your case is being
administratively closed without action or prejudice.

                                  Sincerely,

                                  W. DEAN PFEIFFER
