1. Pursuant to the provisions of reference (a), Subject hereinafter referred to as Petitioner,
filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be
corrected to show that his leave balance as of 1 October 1998 be credited with an additional
7 days of accrued (should have been allowed to carry forward in excess of 60 days in FY97
but 7 days were erroneously lost).

2. The Board, consisting of Messrs. Pfeiffer, Dunn, and  
allegations of error and injustice on 30 March 1999 and, pursuant to its regulations,
determined that the corrective action indicated below should be taken on the available
evidence of record. Documentary material considered by the Board consisted of the
enclosures, naval records, and applicable statutes, regulations and policies.

That Petitioner’s naval record be corrected, where appropriate, to show that his leave balance
as of 1 October 1998 be credited with an additional 7 days of accrued leave.
