SUMMARY OF THE RECORD
The applicant, a storekeeper first class (SK1) in the Coast Guard Selected Reserve
(SELRES) asked the Board to correct his record to show that he is eligible to receive the $11,000
affiliation bonus that he was promised for enlisting in the SELRES. The record shows that after
serving more than 9 years on active duty, he signed a Page 7 on December 9, 2010, to document
the promise of an $11,000 bonus that he would receive for accepting a voluntary separation from
active duty and enlisting in the SELRES. He separated from active duty on December 30, 2010,
and enlisted in the SELRES on December 31, 2010. The Page 7 and the enlistment contract state
that he is eligible to receive an $11,000 SELRES incentive bonus pursuant to ALCOAST 304/10.
The Judge Advocate General (JAG) of the Coast Guard recommended that the Board
deny the requested relief but grant alternative relief. He stated that the applicant received the first
half ($5,500) of his $11,000 affiliation bonus on November 18, 2011,1 and is entitled to receive
only the final payment of $5,500. The JAG stated that the applicant should have received the
second half of the bonus one year after completing his first reserve drill on December 31, 2010.
FINDINGS AND CONCLUSIONS
The applicant is entitled to receive the second half ($5,500) of the $11,000 SELRES
affiliation bonus that he was promised for signing a 3-year SELRES enlistment contract on
December 31, 2010, because he meets the requirements for the bonus set forth in ALCOAST
304/10. The ALCOAST was issued on June 11, 2010, and provided a bonus of $11,000 to
members who agreed to separate from active duty, completed a Page 7, and enlisted in the
SELRES for 3 years. It also states that the first half of the bonus will be paid upon completion of
the first reserve drill, and the second half will be paid one year from payment of the first bonus if
participation standards outlined in the Reserve Policy Manual have been met. The applicant
signed a Page 7 on December 9, 2010, separated from active duty on December 30, 2010,
enlisted in the SELRES on December 31, 2010, and completed his first reserve drill on the same
day. He should have received the first half of the bonus upon completing his first drill, but he did
not receive it until November 18, 2011, and to date he has not received the second half of the
bonus. Therefore, relief should be granted by paying the applicant the second half ($5,500) of
the $11,000 bonus as expeditiously as possible, assuming he has met the participation standards
set forth in the Reserve Policy Manual.

military record is granted as follows:
As expeditiously as possible, the Coast Guard shall pay him $5,500 — the second half of
the $11,000 enlistment bonus he was promised on the Page 7 dated December 9, 2010 — if he
met the SELRES participation standards under Chapter 4 of the Reserve Policy Manual during
the year following his enlistment in the Reserve on December 31, 2010.
