SUMMARY OF THE RECORD 

The applicant asked the Board to correct his record to show that he reenlisted on Sep-
tember 29, 2002, instead of September 28, 2002, to receive a 10th anniversary Zone B selective 
reenlistment  bonus  (SRB)  based  on  48  months  of  newly  obligated  service  in  lieu  of  the  SRB 
based on 47 months of newly obligated service that he actually received.  He alleged that his 
yeoman told him, prior to his 10th active duty anniversary, that he could receive an SRB for 48 
months  of  new  service  if  he  reenlisted  for  6  years  on  any  day  from  September  28,  2002,  to 
October 4, 2002.  Therefore, he reenlisted for 6 years on September 28th.  However, because his 
existing contract did not end until September 28, 2004, his SRB was based on only 47 months of 
newly obligated service rather than 48.  He alleged that his yeoman erred in not advising him 
to wait until September 29th to reenlist. 

 
The Chief Counsel of the Coast Guard recommended that the Board grant relief, because 
it “is reasonable to assume that the Applicant would have reenlisted on 29 September 2002 for a 
Zone ‘B’ SRB based on 48 months had he been informed that reenlisting one day earlier would 
lessen his SRB by one month.”  
 

FINDINGS AND CONCLUSIONS  

Under  COMDTINST  7220.33,  members  are  entitled  to  proper  SRB  counseling  prior  to 
their 10th anniversaries on active duty.  The preponderance of the evidence indicates that the 
applicant was not properly counseled.  The Board finds that, if he had been properly counseled, 
he would have waited one day to reenlist for his Zone B SRB.  Accordingly, relief should be 
granted.   

 

ORDER 

The request of MK1 xxxxxxxxxxxxxxxxxxxx, USCG, for correction of his military record 
is granted.  The date of his September 28, 2002, reenlistment contract shall be corrected to show 
that  he  reenlisted  on  September  29,  2002.    The  Coast  Guard  shall  pay  him  the  amount  due 
under ALCOAST 329/02 as a result of this correction.
