DEPARTMENT OF TRANSPORTATION
BOARD FOR CORRECTION OF MILITARY RECORDS
BCMR Docket
No. 2001-090
Application for Correction of
Coast Guard Record of:
xxxxxxxxxxxxxxxxx
xxxxxxxxxxxxxxxx
FINAL DECISION
ULMER, Chair:
The applicant, xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx, asked the
Board to correct his record to show that he reenlisted for six years on March 2, 2001, rather than
March 1, 2001. He stated this correction would allow him to receive a Zone B (selective reenlistment
bonus) SRB as an E-6 rather than an E-5, even though he was advised recently that he was not eligible
for the SRB because he had more than 10 years of active duty on March 1, 2001. (Under the SRB
regulation, a member can have nor more than 10 years of service to be eligible for a Zone B SRB.) The
applicant disagreed that he had more 10 years of active duty on that date. Prior to enlisting in the
Coast Guard on May 7, 1991, the applicant spent 4 months and 9 days on active duty in a Naval
Reserve program.
The Chief Counsel stated that the applicant was improperly promised a Zone B SRB on March
1, 2001 because he had more than 10 years of service on the date. He recommended that the Board
grant alternative relief by correcting the applicant's record to show that he reenlisted for six years on
December 27, 2000, (his tenth anniversary on active duty) and was eligible for a Zone B SRB with a
multiple of 1 pursuant to ALDIST 218/00. The applicant did not reply to the advisory opinion.
FINDINGS AND CONCLUSIONS
The Board agrees with the comments and recommendation of the Chief Counsel of the Coast
Guard and finds that the applicant was erroneously promised a Zone B for his March 1, 2001
reenlistment. The Coast Guard also failed to counsel the applicant with respect to his right to reenlist
on his 10 active duty anniversary for the purpose of obtaining an SRB. The relief recommended by
the by the Chief Counsel should be granted.
ORDER
The application of xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx, USCG, for correction of his military
record is granted. His record shall be corrected, with his consent, to show that he reenlisted for six
years on December 27, 2000, to obtain a Zone B SRB with the appropriate multiple. The Coast Guard
shall pay the applicant the amount due him as a result of this correction.

He alleged that if he had known about the requirement that he be in pay grade E-5 to receive a Zone B SRB, he would not have reenlisted for six years but would have 1 SRBs vary according to the length of each member’s active duty service, the length of the period of reenlistment or extension of enlistment, and the need of the Coast Guard for personnel with the member’s particular skills, which is reflected in the multiple used to calculate the bonus. Coast Guard members in pay grade E-5 and...
