VI. Facts, Circumstances, and Legal Basis for Separation
a. Facts and Circumstances:
The evidence of record shows that on 13 February 2001, the unit commander notified the applicant of initiation of separation action under the provisions of Chapter 13, AR 635-200, by reason of unsatisfactory performance for failure to pass five consecutive record APFTs, with a general, under honorable conditions discharge. He was advised of his rights. The applicant consulted with legal counsel, was advised of the impact of the discharge action, and submitted a statement in his own behalf. The unit commander subsequently recommended separation from the service and waiver of further rehabilitative efforts. On 3 April 2001, the separation authority waived further rehabilitative efforts and directed that the applicant be discharged with a general, under honorable conditions discharge.
b. Legal Basis for Separation:
Army Regulation 635-200 sets forth the requirements and procedures for administrative discharge of enlisted personnel. Chapter 13-2e of this regulation, states in pertinent part, that separation proceedings will be initiated for soldiers without medical limitations who have two consecutive failures of the Army Physical Fitness Test. The reason for discharge will be shown as unsatisfactory performance. Service of soldiers separated because of unsatisfactory performance for failure of the Army Physical Fitness Test will be characterized as honorable or general, under honorable conditions.
c. Response to Issues, Recommendation and Rationale:
After a careful review of all the applicants military records for the period of enlistment under review, the issue and documents he submitted, the analyst found several mitigating factors that would merit an upgrade of the applicant's discharge to fully honorable. There was a full consideration of all faithful and honorable service as well as the incidents of unsatisfactory performance. The analyst does not condone the applicants unsatisfactory performance, however, determined that the characterization of service is now inequitable. The analyst found that the applicants unsatisfactory performance was mitigated by the length of his service without any incidents of misconduct and by the circumstances surrounding his inability to achieve the Army standards for the Army Physical Fitness Test. The analyst noted medical documents submitted by the Applicant that indicate that on 21 June 2000, he was diagnosed with Atrial Fibrillation, a condition that occurs when blood is not properly pumped through the hearth with a regular beat and that may have caused his inability to pass the APFT. In view of the foregoing the analyst recommends to the Board that the applicants characterization of service be upgraded to fully honorable and the narrative reason for separation on the DD Form 214 be changed to "Physical Standards" with the corresponding separation code of "JFT."

VIII. Board Discussion, Determination, and Recommendation
After carefully examining the applicants record of service during the period of enlistment under review, hearing his testimony and considering the analysts recommendation and rationale, the Board determined that the discharge was both proper and equitable, voted to deny relief. Furthermore, the the Board noted that the applicant was discharged under the provisions of Chapter 13, AR 635-200. The narrative reason specified by Army Regulations for a discharge under this paragraph is "Unsatisfactory Performance ", and the separation code is "JHJ." Army Regulation 635-5, Separation Documents, governs preparation of the DD Form 214 and dictates that entry of the narrative reason for separation, entered in block 28 and separation code, entered in block 26 of the form, will be entered exactly as listed in tables 2-2 or 2-3 of AR 635-5-1, Separation Program Designator (SPD) Codes. The regulation further stipulates that no deviation is authorized. There is no provision for any other reason to be entered under this regulation.
