                         PART IV - PREHEARING REVIEW

                       SECTION A-ANALYST’S ASSESSMENT
l.  Facts and Circumstances:

      a.  The evidence of record shows that on 17 February 1994, the
applicant enlisted in the Army Reserve for a period of 8 years.  She
completed basic combat training and advanced individual training as a
medical specialist.  She was assigned to a permanent USAR Ready unit.  On 1
October 1997, she was ordered to active duty for training for a period of
42 weeks to complete radiology specialist (Phase I and II) training.  On 16
June 1998, the applicant successfully completed training and was released
from active duty and returned to her USAR Ready unit.  On 19 February 2002,
the applicant completed her 8-year enlistment with the Army Reserve and was
honorably discharged.

      b.  On 16 June 1998, the applicant was discharged.  At the time of
discharge, the applicant had completed 8 months and 16 days of active
military service in the period under review.

2.  Legal/Regulatory Basis for Separation Action:  Army Regulation 635-200,
in effect at the time, set forth the basic authority for separation of
enlisted personnel.  Chapter 4 of that regulation provided, in pertinent
part, for the separation of individuals at completion of required service
(i.e., expiration term of service).

        (2)  The issue is accepted.  Army regulations stipulate that the
service of any individual who has more than l80 days continuous active duty
at the time his or her discharge will be characterized.  Given the
foregoing, the Board determined that the applicant’s characterization of
service was improper.   Accordingly, the Board voted to change the
characterization of service to honorable.  The Board determined that the
applicant’s reason for discharge was both proper and equitable, and voted
not to change it.
