                       SECTION A-ANALYST’S ASSESSMENT
l.  Facts and Circumstances:

      a.  The record contains a properly constituted DD Form 214
(Certificate of Release or Discharge from Active Duty) which was
authenticated by the applicant.  Her DD Form 214 indicates that she was
released from active duty under the provisions of Chapter 4, AR 635-200 by
reason of expiration term of service with an honorable discharge.  The
specific facts and circumstances pertaining to the applicant’s release from
active duty are not contained in the available records.

      b.  On 18 July 1991, the applicant was released from active duty.  At
the time of discharge, the applicant had completed 5 years, 5 months, and 8
days of active military service in the period under review.

2.  Legal/Regulatory Basis for Separation Action:  Army Regulation 635-200,
in effect at the time, set forth the basic authority for separation of
enlisted personnel.  Chapter 4 of that regulation provided, in pertinent
part, for the separation of individuals at completion of required service
(i.e., expiration term of service).

issues of propriety and/or equity:

      a.  Propriety:   The applicant has not submitted an issue of
                   propriety and the ADRB has not otherwise relied upon an
                   issue of propriety to change the discharge.

      b.  Equity:      The parenthetical number(s) below correspond(s) to
                   the issue number(s) on the DD Form 293, or in Part VI,
                   Paragraph 1, above.

        (1)  The issue is rejected.  The Board carefully examined the
applicant’s record of service during the period of enlistment under review.
 The evidence of record shows that the applicant was involuntarily released
from active duty and reassigned to the USAR Control Group upon completion
of her enlistment.  Her service was characterized as honorable.  Army
Regulation 635-5 (Separation Codes), in effect at the time of the
applicant’s release from active duty, establishes “LBK” as the proper
separation code to assign to soldiers who are involuntarily released from
active duty and reassigned to the USAR Control Group.  She was assigned as
RE code of 3C which indicates that there was a reenlistment
disqualification in her official record.  In the absence of evidence to the
contrary, the Board presumed regularity in the discharge process.  The
Board, being convinced that the reason for release from active duty was
both proper and equitable, voted to deny relief.
