1. Summary of facts and circumstances concerning discharge:
         830211:  Unit commander in consultation with the Clinical Director/ADAPCP                  declared the applicant a rehabilitation failure.
         830216:  Unit commander notified the applicant of initiation of separation                 action under the provisions of Chapter 9, AR 635-200, alcohol                      rehabilitation failure. He was advised of his rights.
         830218:  Applicant acknowledged notification, waived legal counsel, and did                not submit a statement in his own behalf.
         830303:  Unit commander recommended applicant be separated from the Service.
         830307:  Mental status evaluation cleared applicant for separation.
         830303:  Separation authority approved separation with a general under                      honorable conditions discharge.
         830316:  Applicant was discharged.

2. Finding(s), conclusion(s), and reason(s) for the Board's decision(s) on issues of propriety and/or equity:

          a. Propriety:    The applicant has not submitted an issue of propriety and the ADRB has not otherwise relied upon an issue of propriety to change the discharge.
         b. Equity:       The parenthetical number(s) below correspond(s) to the                     issue number(s) on the DD Form 293, or in Part VI,                                  Paragraph 1 above.

(1-4) The issues are rejected. The Board examined the applicant's record of service during the period of enlistment under review. There was a full consideration of all faithful and honorable service as well as infractions of discipline, the extent thereof, and the seriousness of the offenses. The Board noted that the applicant was command referred to the Alcohol and Drug Abuse Prevention and Control program in January 1993. The Board also noted that the applicant continued to consume alcohol inspite of the efforts being made by the command. The Board concluded that the command's actions were fully supported by the evidence of record. The Board was satisfied that all requirements of law and regulations were met and the rights of the applicant were fully protected throughout the separation process. The Board, being convinced that the reason for discharge and the characterization of service were both proper and equitable, voted to deny relief.
