applicant from the Army National Guard with a general discharge and
assigned her to the USARCG.
 880128: Applicant was not available to sign NGB Form 22, indicating the
following facts:
Character of service is a general discharge under the provisions of
Chapter 8, NGR 600-200, unsatisfactory performance.
880128: Applicant was discharged.

          a. Propriety:    The applicant has not submitted an issue of propriety and the ADRB has not otherwise relied upon an issue of propriety to change the discharge.
         b. Equity:       The parenthetical numbers below corresponds to the issue numbers on the DD Form 293, or in Part VI, Paragraph 1, above.

 (1) The issue is rejected. The issue is not a matter of fact, law or procedure relating to the discharge process.

(2) The issue is rejected. While the record is not complete with all the facts and circumstances relating to the applicant’s discharge the Board found evidence that the applicant had several instances of being AWOL missing drills, some which led to his reduction in grade. The record also contained a completed NGB Form 22 indicating the applicant received a general discharge for unsatisfactory performance. Lacking independent corroborating evidence to the contrary, the Board presumed regularity of government operations.
