(1-3) The issues are accepted. The Board determined that the characterization of service is inconsistent with the applicant’s faithful and honorable service. Considering all the facts of the case, the applicant's failure to perform in accord with Army standards on the Army physical fitness test is outweighed by service of sufficient merit to warrant an upgrade of her discharge. Accordingly, the Board voted to upgrade the characterization of service to fully honorable.
