960129: Unit commander notified the applicant of initiation of separation
action under the provisions of Chapter 5, AR 635-200, for personality
disorder. He was advised of his rights.
960130: DA, HQ 101st Airborne Division (Air Assault) and Fort Campbell, Fort
Campbell, KY, Orders 030-0017, discharged applicant from the Regular
Army.
960205: Applicant signed DD Form 214, indicating the following facts:
Character of service is an honorable discharge under the provisions of
Chapter 5, AR 635-200, for personality disorder.
960205: Applicant was discharged.

         a. Propriety:    The applicant has not submitted an issue of propriety and the ADRB has not otherwise relied upon an issue of propriety to change the discharge.

        b. Equity: The applicant has not submitted an issue of equity and the ADRB
has not otherwise relied upon an issue of equity to change the
discharge. The major factors upon which the discharge was based
are set forth in Parts III and IV of this decisional document.


3. Response to item(s) not addressed as decisional issue(s):

Based on the evidence of record, the applicant was separated under the provisions of AR 635-200, Chapter 5-13, Personality Disorder. The Board noted that the applicant was diagnosed by competent medical authority as having a personality disorder under the meaning of Chapter 5-13 and the Diagnostic and Statistical Manual IV (DSM-IV). The applicant, having been properly advised by his unit commander of his intention to separate him under this condition, acknowledged this action and submitted no matters in his own behalf.
The Board found no evidence of arbitrary or capricious actions by the command and was satisfied that all requirements of law and regulation were met and the rights of the applicant were fully protected throughout the separation process. The Board was satisfied that the reason for discharge was proper and equitable and to change it would be inappropriate.
