 891222: Applicant reviewed and acknowledged receiving a copy of unit    commander’s recommendation and declined to submit a statement in his     own behalf.
891222: Approval authority approved bar to reenlistment and directed    applicant be advised that should he feel he will be unable to    overcome the bar to reenlistment he may request immediate discharge      under the provisions of CH 16, AR 635-200.
900118: Applicant requested discharge under the provisions of CH 16, AR 635-    200, locally imposed bar to reenlistment.
900119: Unit commander recommended approval of applicant’s request for          discharge.
900119: Approval authority approved applicant’s request for discharge under     the provisions of CH 16, AR 635-200 with issuance of an honorable        discharge and directed transfer to the individual ready reserve.

          a. Propriety:    The applicant has not submitted an issue of propriety and the ADRB has not otherwise relied upon an issue of propriety to change the discharge.

(1-2) The issues are rejected. The Board noted that the applicant requested to be separated under the provisions of paragraph 16-5, Army Regulation 635-200, based on the applicant’s perceived inability to overcome a locally imposed bar to reenlistment. The request for separation clearly stated that once separated, the applicant would not be permitted to reenlist at a later date and would be ineligible for further service. The Board found the reason for discharge to be both proper and equitable and voted to deny relief.
