THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show his correct military occupational specialty (MOS).

2.  The applicant states that his MOS was incorrectly entered on his DD Form 214 as 27E (Land Combat Electronic Missile System Repairer) rather than 35F (Intelligence Analyst).  The applicant adds that he is a school-trained 35F and spent his entire enlistment in 35F billets.

3.  The applicant provides a Military Intelligence Corps Certificate of Membership.

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the Delayed Enlistment Program on 9 January 2009 and enlisted in the Regular Army on 26 February 2009.

2.  The DD Form 1966/1 (Record of Military Processing – Armed Forces of the United States) and DA Form 3286 (Statement for Enlistment – United States Army Enlistment Program – U.S. Army Delayed Enlistment Program) completed at the time of his enlistment each show he enlisted specifically for training in MOS 35F.



3.  His record contains a United States Army Intelligence School Diploma, dated 4 March 2010, which shows he successfully fulfilled the requirements of instruction prescribed for the Intelligence Analyst Course on 4 March 2010 and upon graduation was awarded MOS 35F.

4.  The applicant provides a Military Intelligence Corps Certificate that indicates his receipt of MOS of 35F made him an esteemed member of the Military Intelligence Corps effective 4 March 2010.

5.  The Army Human Resources Command Interactive Web Services database shows the applicant's primary MOS as 35F.  Additionally, a thorough review of documents contained in the applicant's official military personnel file revealed that his MOS consistently appears as 35F.  There is no indication that he ever held a different MOS.

6.  On 23 September 2013, the applicant was released from active duty and transferred to the United States Army Reserve Control Group (Reinforcement) with an honorable characterization of service.  Item 11 (Primary Specialty) of the applicant's DD Form 214 indicates that his primary MOS was 27E and contains the entry "27E1O LC ELEC MSL SYS REP – 3 YRS 6 MOS//NOTHING FOLLOWS."

7.  Army Regulation 635-5 (Separation Documents), in effect at the time, prescribes the separation documents that must be prepared for Soldiers upon retirement, discharge, release from active duty service, or control of the Active Army.  Specifically, it states that the separating Soldier's primary MOS along with the number of years and months served in the MOS should be entered in item 11 of DD Form 214.

DISCUSSION AND CONCLUSIONS:

1.  The applicant's contention that his DD Form 214 should be corrected to show his correct MOS was carefully considered and determined to have merit.

2.  A thorough review of the applicant's official military personnel file revealed that his MOS consistently appears as 35F and there is no indication that he ever held a different MOS.  Therefore, he is entitled to correction of his records to show his MOS as 35F.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that the applicant's DD Form 214 be corrected by deleting the current entry in item 11 and adding the entry "35F1O MILITARY INTELLIGENCE ANALYST – 3 YRS 
6 MOS//NOTHING FOLLOWS."
