THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests, in effect, that he be granted an exception to policy (ETP) authorizing him reimbursement for a personally procured move (PPM) conducted prior to the issuance of orders.
2. The applicant states that he was switching units just before his expiration of term of service date and he had to move all of his household goods prior to switching units.
3. The applicant provides copies of his request for an exception to policy for a PPM and a memorandum denying his request.
CONSIDERATION OF EVIDENCE:
1. The applicant enlisted in the Regular Army on 25 July 2011 for a period of 3 years and training as a power generation equipment repairman. He was single at the time and he remained single throughout his enlistment.
2. He completed his training requirements and he was transferred to Fort Bragg, NC for his first and only assignment. On 5 February 2014, he was transferred to Company B, 18th Combat Support Battalion.
3. On 24 June 2014, orders were published announcing his release from active duty on 24 July 2014.
4. On 6 October 2014, a memorandum was dispatched to the applicant advising him that his request for an ETP had been forwarded to the Department of the Army, Deputy Chief of Staff G-4 and his request had been denied. The email denying his request for an ETP is dated 18 September 2014.
5. The Joint Federal Travel Regulation (JFTR) contains basic statutory regulations concerning a Uniformed Service members travel and transportation entitlements and interpreted to have the force and effect of law. The JFTR exists primarily under the authority of Title 37 U.S. Code section 411 and chapter 7 and addresses circumstances which prohibit payment of certain allowances after the fact.
DISCUSSION AND CONCLUSIONS:
1. The applicants request for reimbursement for a PPM that was conducted prior to the issuance of orders has been noted and was carefully considered. However, the applicant has provided insufficient evidence to support his request.
2. While the applicant contends that he had to ship his personal property prior to the issuance of orders due to being transferred to another unit, he has provided no evidence to support his request such as a statement from his previous chain of command indicating he needed to ship his personal property prior to the issuance of orders.
3. Accordingly, it appears that it was the applicants decision to move his personal property prior to obtaining orders and no error or injustice occurred on the part of the Department of the Army. Therefore, there appears to be no basis to grant his request.
