THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show her deployment to Mogadishu, Somalia and the following awards:

* Army Achievement Medal (AAM)
* Armed Forces Expeditionary Medal (AFEM)
* United Nations Medal

2.  The applicant states she wants her DD Form 214 to accurately reflect her service and awards.

3.  The applicant provides copies of:

* DD Form 214 ending on 13 December 1995
* Orders L154-08, Fort Hood, Texas, dated 13 August 1993
* Orders 338-005, 507th Corps Support Group, Somalia, dated 4 December 1993

CONSIDERATION OF EVIDENCE:

1.  Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice.  This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicant's failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so.  While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicant's failure to timely file.  In all other respects, there are insufficient bases to waive the statute of limitations for timely filing.

2.  The applicant enlisted in the Regular Army on 26 February 1993.  She completed her initial training as a journalist.

3.  The Defense Finance and Accounting Service (DFAS) shows the applicant received hostile fire/imminent danger pay (HFP/IDP) and combat zone tax exclusion (CZTE) for service in Somalia from 14 August to 10 December 1993.

4.  The applicant's DD Form 214, as corrected by a DD Form 215 (Correction to DD Form 214) dated 1 October 2014, shows she was honorably discharged on 13 December 1995.  The remarks block of this form does not show her deployment to Somalia.  Her awards are shown as:

* Army Achievement Medal with 1st Oak Leaf Cluster
* Army Reserve Components Achievement Medal
* National Defense Service Medal
* Noncommissioned Officer Professional Development Ribbon
* Army Service Ribbon
* Army Reserve Components Overseas Training Ribbon
* Expert Marksmanship Qualification Badge with Grenade Bar
* Marksman Marksmanship Qualification Badge with Rifle Bar
* Armed Forces Expeditionary Medal
* United Nations Medal

5.  Army Regulation 635-5 (Separation Documents), as in effect shortly after the applicant completed her period of active duty service, provided detailed instructions for completing separation documents, including the 
DD Form 214.  It provided that Item 18 would contain the following entry for Regular Army Soldiers: "SERVICE IN (NAME OF COUNTRY DEPLOYED) FROM (inclusive dates, for example, YYYYMMDD - YYYYMMDD)."



DISCUSSION AND CONCLUSIONS:

1.  The applicant contends that her DD Form 214 should be corrected to show her deployment to Mogadishu, Somalia and the following awards:

* Army Achievement Medal
* Armed Forces Expeditionary Medal
* United Nations Medal

2.  The available evidence shows that her DD Form 214 has already been corrected to add the awards she now asks to have shown on her DD Form 214.  Because there is no further action required, this portion of her request will not be discussed further in these Proceedings.

3.  The available evidence shows the applicant was deployed to Somalia from 
14 August to 10 December 1993.  Therefore, it would be appropriate to show these deployments in Item 18 of her DD Form 214.

As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding to Item 18 of her DD Form 214 the entry: "SERVICE IN SOMALIA: 19930814 - 19931210."
