THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests reconsideration of her earlier request to add the Armed Forces Expeditionary Medal (AFEM)-Somalia to her DD Form 214 (Certificate of Release or Discharge from Active Duty). 2. The applicant states she received the AFEM based on her service in Somalia and she wants to get a license plate with the AFEM for that service. 3. The applicant provides a self-authored 1997 letter and Temporary Change of Station (TCS) orders in support of her request. CONSIDERATION OF EVIDENCE: 1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20110020632 on 18 April 2012. 2. During the original review of the case, the Board found no evidence of the applicant's service in Somalia or evidence that she was awarded the AFEM. It was determined that based on the absence of corroborating evidence, it would not be appropriate to grant the applicant's requested relief. 3. As a new evidence, the applicant provides TCS orders issued by Headquarters, III Corps and Fort Hood, Fort Hood, Texas, dated 3 May 1993, and an accompanying personnel roster that shows she was assigned to Joint Support Group Mogadishu, Somalia, effective on or about 7 May 1993. 4. The applicant's DD Form 214 shows she was honorably released from active duty on 23 April 1994, in the rank of specialist (SPC)/E-4, after completing 2 years, 5 months, and 10 days of active military service in the Regular Army. The AFEM is not included in the list of awards contained on the applicant's DD Form 214. It is also void of any entry documenting her service in Somalia. 5. A review of the Defense Finance and Accounting Service (DFAS) record shows the applicant received Hostile Fire Pay/Imminent Danger Pay (HFP/IDP) for Somalia from 2 May through 8 September 1993. 6. Army Regulation 600-8-22 (Military Awards) prescribes the Army's award policy. Paragraph 2-12 contains guidance on award of the AFEM. It states it may be authorized for U.S. military operations, U.S. operations in direct support of the United Nations, and U.S. operations of assistance for friendly foreign nations. In order to qualify for the award members must be bona fide members of a unit participating in or be engaged in the direct support of the operation for 30 consecutive days or 60 non-consecutive days. Table 2-3 identifies AFEM designated U.S. Military Operations in direct support of the United Nations. Included in the list of operations is Somalia for the period 5 December 1992 to 31 March 1995. 7. Army Regulation 635-5 (Separation Documents) prescribes the separation documents that must be prepared for Soldiers on retirement, discharge, or release from active duty service or control of the Active Army. Chapter 2 contains instructions for preparing the DD Form 214. The instructions for item 18 (Remarks) state that for an active duty Soldier deployed with his or her unit during their continuous period of active service, enter the statement "SERVICE IN (name of country deployed) FROM (inclusive dates for example, YYYYMMDD-YYYYMMDD)." DISCUSSION AND CONCLUSIONS: 1. The applicant's request to add the AFEM-Somalia to her DD Form 214 has been again considered and is now found to have merit. 2. The new evidence provided by the applicant in the form of TCS orders which are corroborated by the DFAS record confirms the applicant served in Somalia from 2 May to 8 September 1993. As a result, it would be appropriate to document this service in item 18 of her DD Form 214 and to add the AFEM-Somalia to the list of awards contained on her DD Form 214.
