THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests reconsideration of his previous request for correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show award of Defense Meritorious Service Medal.

2.  The applicant states his previous request did not contain the orders for this award.

3.  The applicant provides copies of the following:

* Permanent Order (PO) Number 035-004
* Defense Meritorious Service Medal certificate
* DD Form 214 Worksheet
* previous Army Board for Correction of Military Records (ABCMR) Record of Proceedings

CONSIDERATION OF EVIDENCE:

1.  Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the ABCMR in Docket Number AR20130013256 on 8 April 2014.

2.  The applicant provides a copy of PO Number 035-004.  This is new evidence that will be considered by the Board.

3.  The applicant enlisted in the U.S. Army Reserve on 2 October 2003.  He was ordered to and entered active duty on 25 January 2007 in support of Operation Iraqi Freedom (OIF).  He served in Kuwait/Iraq from 27 April 2007 through 27 March 2008.

4.  He provided a copy of PO Number 035-004, issued by the Multi-National Security Transition Command-Iraq on 4 February 2008, awarding him the Defense Meritorious Service Medal for exceptionally meritorious service from 29 April 2007 through 25 March 2008.  He also provided a copy of the resulting certificate dated 25 March 2008.

5.  He was honorably released from active duty on 26 April 2008 and was transferred to a Reserve unit.  He was credited with completing 1 year, 3 months, and 2 days of active service and 11 months and 1 day of foreign service.  His DD Form 214 lists the:

* Army Good Conduct Medal
* National Defense Service Medal
* Global War on Terrorism Service Medal
* Iraq Campaign Medal
* Army Service Ribbon
* Overseas Service Ribbon
* Armed Forces Reserve Medal with "M" Device

6.  Army Regulation 600-8-22 (Military Awards) states:

   a.  The Iraq Campaign Medal is authorized for service in direct support of OIF from on or after 19 March 2003 to 23 April 2012.  Campaign participation during the applicant's period of service included the Iraqi Surge from 10 January 2007 through 31 December 2008.

   b.  Bronze service stars are worn on campaign and service medals to denote participation in a named campaign.

DISCUSISON AND CONCLUSIONS:

1.  PO awarded the applicant the Defense Meritorious Service Medal during his period of service.  Therefore, his DD Form 214 should be corrected to show this award.

2.  He completed a qualifying period of service in Iraq for award of one bronze service star to be affixed to his already-awarded Iraq Campaign Medal.  Therefore, his DD Form 214 should be corrected to show this service star.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant amendment of the ABCMR’s decision in Docket Number AR20130013256, dated 8 April 2014.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:

* deleting from his DD Form 214 the Iraq Campaign Medal
* adding to this form the Defense Meritorious Service Medal and Iraq Campaign Medal with one bronze service star
