IN THE CASE OF:
BOARD DATE: 30 April 2015
DOCKET NUMBER: AR20140015565
THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:
1. Application for correction of military records (with supporting documents provided, if any).
2. Military Personnel Records and advisory opinions (if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) as follows:
a. change item 23a (Specialty Number and Title) to show he held military occupational specialty (MOS) 13E (Cannon Fire Direction Specialist) instead of 13E (Wireman); and
b. change item 30 (Remarks) blood group to show "A-."
2. The applicant states he was never trained as a Wireman.
3. The applicant provides a copy of his DD Form 214.
CONSIDERATION OF EVIDENCE:
1. The applicant was inducted into the Army of the United States on 6 August 1969.
2. His DA Form 20 (Enlisted Qualification Record) shows in item 22 (MOSs) he was awarded primary MOS 13A (Field Artillery Basic) on 9 December 1969. It also show that he was awarded primary MOS 13E on 1 August 1970.
3. Special Orders Number 246, issued by Headquarters, Americal Division, dated 3 September 1970, confirm primary MOS 13A was withdrawn and he was awarded primary MOS 13E. He was promoted to the rank/pay grade of specialist four (SP4)/E-4 in this MOS effective 1 August 1970.
4. On 9 March 1971, the applicant was released from active duty in the rank of SP4/E-4. He completed 1 year, 7 months, and 4 days of active service this period.
5. His DD Form 214 shows in:
* item 23a 13E2O Wireman
* item 30 Blood Group: A Pos.
6. His record contains a DA Form 428 (Application for Identification Card) showing in item 15 (Blood Type) "A-."
7. A review of historical MOS records shows the title for MOS 13E was Cannon Fire Direction Specialist.
8. Army Regulation 635-5 (Separation Documents), in effect at the time, established standardized policy for preparing and distributing the DD Form 214. It stated the purpose of the separation document is to provide the individual with documentary evidence of his or her military service. It is important that information entered on the form should be complete and accurate. The DD Form 214 is a summary of a Soldier's most recent period of continuous active duty to include attendance at basic and advanced training. Item 23a shows the Soldier's primary MOS and title.
DISCUSSION AND CONCLUSIONS:
1. The available evidence shows:
a. The duty title in item 23a of his DD Form 214 should be changed to "Cannon Fire Direction Specialist."
b. He reported his blood type as "A-" not "A+" as currently shown on his
DD Form 214.
2. In view of the above his request should be granted.
BOARD VOTE:
____X____ ____X____ ____X____ GRANT FULL RELIEF
________ ________ ________ GRANT PARTIAL RELIEF
________ ________ ________ GRANT FORMAL HEARING
________ ________ ________ DENY APPLICATION
BOARD DETERMINATION/RECOMMENDATION:
The Board determined the evidence presented is sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:
a. deleting the current duty title "Wireman" in item 23a of his DD Form 214 and replacing it with "Cannon Fire Direction Specialist"; and
b. deleting "A Pos" from item 30 of his DD Form 214 and replacing it with
"A-."

Having prior active service, the applicant's records show he enlisted in the Regular Army on 23 June 1970 in the rank of PFC and he held MOS's 13A and 13E. There are no orders in his records that show he ever served as a CPL/E-4 or was ever promoted to SGT/E-5. There is no evidence in his record that shows he went before a promotion board and was recommended for promotion to SGT/E-5.

Headquarters, 23rd Infantry Division (Americal) Special Orders Number 212, dated 31 July 1971, promoted the applicant to specialist four (SP4)/pay grade E-4, withdrew his MOS of 64A1O, and awarded him MOS 63B2O. Headquarters, 3rd Battalion, 82nd Field Artillery, Promotion Standing List, dated 24 January 1972, provided by the applicant, lists the applicant in promotion standing to E-5 and shows his MOS as 13E2O and date selected as 23 January 1972. Application for correction of military records (with supporting documents provided, if any). Item 22 (Military Occupational Specialties) of the applicant's DA Form 20 (Enlisted Qualification Record) shows he was trained in MOS 13E and shows the title of this MOS as Field Artillery Operations and Intelligence Assistant. The evidence of record shows that the applicant was trained in and awarded MOS 13E.

It also contains separation orders issued by the United States Army Personnel Center, Fort Lewis, Washington on 30 June 1971 that lists his MOS as 71F in the standard name line. The DD Form 214 he was issued at the time shows he held MOS 71F on the date of separation. Given the applicant was properly awarded and held PMOS 71F on the date of his REFRAD it would not be appropriate to revoke this MOS or delete all references to it from the record and DD Form 214 as requested by the applicant.

His DA Form 20 (Enlisted Qualification Record) shows the following: * Item 22 (MOS) shows he was awarded MOS 13A (FA Basic) on 10 February 1969, awarded primary MOS 76Y (Unit Supply Specialist) on 9 August 1969, and primary MOS 36K (Field Wireman) on 9 March 1970 * Item 27 (Military Education) shows he completed the FA Basic Course in MOS 13A in 1969 * Item 31 (Foreign Service) shows he served in Vietnam from 12 February 1969 through 21 April 1970 * Item 38 (Record of Assignments) shows he...

Application for correction of military records (with supporting documents provided, if any). The applicant states he completed advanced individual training at Fort Sill, OK, for an artillery MOS and served in Vietnam as an artilleryman. The applicant requests, in effect, correction of his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) to show his military occupational specialty (MOS) as 13A (field artillery basic) and the addition of a Purple Heart. The applicant's record does not contain any documentation and he did not provide any evidence to show he was recommended for or awarded the Purple Heart. His record is void of evidence and he has not provided sufficient evidence to show MOS 13A...

Therefore, it would be appropriate to award him the AGCM for his qualifying period of honorable active duty service from 3 February 1969 through 7 September 1970 and to add this award to his record and DD Form 214. The applicants DA Form 20 confirms that throughout his assignment to the RVN, he held and served in an artillery MOS with an artillery unit. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by awarding him the...

The applicant requests, in effect, correction of his separation document (DD Form 214) to reflect a combat military occupational specialty (MOS), the Army Commendation Medal (ARCOM) with "V" (Valor) Device, and all other awards that he is authorized. Although the record clearly shows the applicant held MOS 71B and was never actually awarded MOS 13A, it also confirms that he did in fact serve in MOS 13A during his time in the RVN, and actually received a valor award while performing duties...

The applicant requests, in effect, reconsideration of his previous application requesting that Item 23a (Specialty Number & Title) of his 27 August 1970 separation document (DD Form 214) be corrected to show his Military Occupational Specialty (MOS) as 13B (Cannon Crewmember) and that Item 24 (Decorations, Medals, Badges, Commendations, Citations and Campaign Ribbons Awarded or Authorized) be corrected to show his entitlement to marksmanship qualification badges based on his qualification...
