Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) as follows: a. change item 23a (Specialty Number and Title) to show he held military occupational specialty (MOS) 13E (Cannon Fire Direction Specialist) instead of 13E (Wireman); and b. change item 30 (Remarks) blood group to show "A-." 2. The applicant states he was never trained as a Wireman. 3. The applicant provides a copy of his DD Form 214. CONSIDERATION OF EVIDENCE: 1. The applicant was inducted into the Army of the United States on 6 August 1969. 2. His DA Form 20 (Enlisted Qualification Record) shows in item 22 (MOSs) he was awarded primary MOS 13A (Field Artillery Basic) on 9 December 1969. It also show that he was awarded primary MOS 13E on 1 August 1970. 3. Special Orders Number 246, issued by Headquarters, Americal Division, dated 3 September 1970, confirm primary MOS 13A was withdrawn and he was awarded primary MOS 13E. He was promoted to the rank/pay grade of specialist four (SP4)/E-4 in this MOS effective 1 August 1970. 4. On 9 March 1971, the applicant was released from active duty in the rank of SP4/E-4. He completed 1 year, 7 months, and 4 days of active service this period. 5. His DD Form 214 shows in: * item 23a – “13E2O Wireman” * item 30 – “Blood Group: A Pos.” 6. His record contains a DA Form 428 (Application for Identification Card) showing in item 15 (Blood Type) "A-." 7. A review of historical MOS records shows the title for MOS 13E was “Cannon Fire Direction Specialist.” 8. Army Regulation 635-5 (Separation Documents), in effect at the time, established standardized policy for preparing and distributing the DD Form 214. It stated the purpose of the separation document is to provide the individual with documentary evidence of his or her military service. It is important that information entered on the form should be complete and accurate. The DD Form 214 is a summary of a Soldier's most recent period of continuous active duty to include attendance at basic and advanced training. Item 23a shows the Soldier's primary MOS and title. DISCUSSION AND CONCLUSIONS: 1. The available evidence shows: a. The duty title in item 23a of his DD Form 214 should be changed to "Cannon Fire Direction Specialist." b. He reported his blood type as "A-" not "A+" as currently shown on his DD Form 214. 2. In view of the above his request should be granted.
