THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests that his DD Form 214 (Armed Forces of the United States report of Transfer or Discharge) be corrected to show that the last four digits of his social security number (SSN) are "3904."
2. The applicant states that his DD Form 214 incorrectly reflects that the last four digits of his SSN are "5904" when in fact they are "3904."
3. The applicant provides copies of his DD Form 214, a statement from the Social Security Administration, and a page from his DA Form 20 (Enlisted Qualification Record).
CONSIDERATION OF EVIDENCE:
1. Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice. This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicant's failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicant's failure to timely file. In all other respects, there are insufficient bases to waive the statute of limitations for timely filing.
2. The applicant was inducted on 4 March 1969. At the time of his induction his records were prepared to record his SSN as ending in the last four digits of "3904." He served all of his service under the SSN that is recorded on the letter from the Social Security Administration.
3. On 4 May 1971, he was discharged under honorable conditions. His DD Form 214 issued at the time of his discharge show the last four digits of his SSN as "5904."
DISCUSSION AND CONCLUSIONS:
1. The applicant was inducted using the SSN that is contained on the letter from the Social Security Administration showing the last four digits of "3904." He served all of his service under that SSN.
2. However, at the time of his discharge, an administrative error occurred which resulted in the last four digits of his SSN being depicted as "5904."
3. Accordingly, his DD Form 214 should be corrected to show his SSN as ending in the last four digits of "3904."

The applicant's record shows, in conjunction with his induction into the Army of the United States (AUS), he completed a DD Form 398 (Statement of Personal History) on 9 October 1966 wherein he listed his SSN with the last four digits as "XX04." Item 3 of the DD Form 214 he was issued shows his SSN with the last four digits as "XX07." The evidence of record shows the applicant listed his SSN with the last four digits as "XX04" upon his induction into the AUS.
