THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests removal of the Global War on Terrorism Expeditionary Medal (GWOTEM) Certificate from his Official Military Personnel File.
2. The applicant states:
* he was told the GWOTEM Certificate was inadvertently added to his records
* his unit mistakenly produced the document and he was later told he was not authorized award of the GWOTEM
3. The applicant provides a copy of his GWOTEM Certificate.
CONSIDERATION OF EVIDENCE:
1. The applicant had prior honorable enlisted service in the Regular Army. His DD Form 214 for the period ending 20 August 2007 shows in:

2. The applicant was appointed as a Reserve warrant officer on 21 August 2007.
3. On 21 August 2009, he was appointed as a chief warrant officer two in the Regular Army.
4. His records contain a certificate of achievement that shows he was deployed in support of Operation Enduring Freedom and he served with Task Force Katana, 19th Military Police Battalion, during the period 9 February 2010 through 25 January 2011.
5. The applicant provided a copy of his GWOTEM Certificate for the period 1 January 2014 through 27 September 2014.
6. His Master Military Pay Account (MMPA) records show he received hazardous fire pay/imminent danger pay and combat zone tax exclusion for service in:
* Kuwait for the period 10 February 2010 through 2 February 2011
* Afghanistan for the period 2 January 2014 through 21 September 2014
7. His Officer Record Brief (ORB) shows in:
* Section I (Assignment Information), in part
* Afghanistan with an ending date of 2 February 2011
* Afghanistan with an ending date of 27 September 2014
* Section VIII (Awards and Decorations), in part Afghanistan Campaign Medal with two campaign stars
8. Army Regulation 600-8-22 (Military Awards) prescribes Army policy, criteria, and administrative instructions concerning individual and unit military awards.
a. The Afghanistan Campaign Medal is awarded to members who have served in direct support of Operation Enduring Freedom. The area of eligibility encompasses all the land area of the country of Afghanistan and all air spaces above the land area. The period of eligibility is on or after 11 September 2001 to a future date to be determined by the Secretary of Defense or the cessation of Operation Enduring Freedom. A bronze service star is authorized for wear with this medal for participation in each credited campaign. Only one award of this medal may be authorized for any individual. Approved designated Afghanistan campaigns include:
* Consolidation III (1 December 2009-30 June 2011)
* Transition I (1 July 2011-date to be determined)
b. The GWOTEM is authorized for award to members of the Armed Forces of the United States who deployed abroad for service in Global War on Terrorism operations on or after 11 September 2001 to a date to be determined.
c. Service members must be assigned, attached, or mobilized to a unit participating in designated operations for 30 consecutive or 60 nonconsecutive days in the area of eligibility or meet other specified criteria.
d. Under no condition will personnel receive the Afghanistan Campaign Medal, GWOTEM, Global War on Terrorism Service Medal, ICM, or Armed Forces Expeditionary Medal for the same action, time period, or service.
DISCUSSION AND CONCLUSIONS:
1. The applicant's request for removal of the GWOTEM Certificate from his Official Military Personnel File was carefully considered.
2. The evidence of record shows he was deployed to Bosnia, Egypt, Iraq, and Afghanistan at separate times during the period 1997 through 2014.
3. Although his MMPA shows he served in Kuwait, his ORB clearly shows he served in Afghanistan during the periods ending 2 February 2011 and 21 September 2014. He participated in two campaigns while serving in Afghanistan. His ORB properly shows he was awarded the Afghanistan Campaign Medal with two campaign stars for this service.
4. It appears the GWOTEM Certificate was erroneously issued to him and filed in his records. Therefore, it would be appropriate to correct his records by removing this certificate.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined the evidence presented is sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by removing the Global War on Terrorism Certificate for the period 1 January 2014 through 27 September 2014 from his Official Military Personnel File.
