THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests removal of a Memorandum for Record, dated 
22 January 2014, awarding him the Engineer Skill Identifier, W4 (Degreed Engineer), from his Army Military Human Resource Record (AMHRR).  He subsequently amended his request to remove either document.

2.  The applicant states the US. Army Engineer School (USAES) published two orders awarding him the same skill identifier.

3.  The applicant provides no additional evidence.

CONSIDERATION OF EVIDENCE:

1.  The applicant is currently serving on active duty as a major in the Regular Army.

2.  The Service Section of the applicant's AMHRR contains two records filed under the category "Area of Concentration-Skill Identifier (AOC-SI) Classification Award Letter."  These records show that a Memorandum for Record, issued by the USAES, Fort Leonard Wood, MO, verified the applicant and others had completed the requirements to be awarded specific engineer skill identifiers.  The documents vary as follows:

	a.  Subject:  Award of Engineer Skill Identifiers W1, W2, W3, W4, W5, W6, and W7, dated 7 January 2014, lists the names and last four of the SSN of all recipients; and
	b.  Subject:  Award of Engineer Skill Identifiers W3, W4, and W5, dated
22 January 2014, excludes the SSN information of all other individuals listed on the order except the applicant.

3.  Appendix B of Army Regulation 600-8-104 (Army Military Human Resource Records) list all required documents for filing in the AMHRR and/or Interactive Personnel Electronic Records Management System (IPERMS).  It shows that the Area of Concentration-Skill Identifier (AOC-SI) classification award letter will be filed in the Service Section of the IPERMS record.

4.  Department of Defenses Instruction (DODI) 1000.30 states that all DOD personnel shall reduce or eliminate the use of social security numbers (SSN) whenever possible.  Use of SSN includes the SSN in any form, including but not limited to, truncated, masked, partially masked, encrypted, or disguised SSNs.

DISCUSSION AND CONCLUSIONS:

1.  The applicant requests removal of one of two Memorandum for Record, awarding him the skill identifier, W4, from his AMHRR.

2.  The evidence of record shows that his AMHRR contains two memorandums with different dates which awarded him the W4 skill identifier; however, the document dated 22 January 2014 was amended to exclude the SSNs of other individuals listed on the award letter.  Given that both documents are essentially the same, it would be appropriate to remove the earlier memorandum dated 
7 January 2014 from his AMHRR.  

3.  In view of the foregoing, his request should be granted.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by removing the Memorandum for Record, dated 7 January 2014, Subject:  Award of Engineer skill Identifiers W1, W2, W3, W4, W5, W6, and W7, from his AMHRR.
