THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty); specifically, item 12f (Record of Service – Foreign Service), to show he completed 12 months of foreign service in Iraq from November 2008 through November 2009.

2.  The applicant states he served in Iraq from November 2008 through November 2009; however, item 12f shows he completed no foreign service.  Item 12f should show he completed 12 months of foreign service.

3.  The applicant provides 2 photocopies of his DD Form 214 and a photocopy of the front of his DD Form 2 (Uniformed Services Identification Card).

CONSIDERATION OF EVIDENCE:

1.  On 11 July 2006, the applicant enlisted in the Regular Army.  He completed his initial entry training, and he was awarded military occupational specialty (MOS) 89B (Ammunition Specialist).  His record shows he was later awarded MOS 19D (Cavalry Scout).

2.  On 7 December 2012, he was retired from the Army by reason of temporary disability.

   a. Item 12c (Record of Service – Net Active Service This Period) of his DD Form 214 shows he was credited with completing 6 years, 4 months, and 27 days of net active service during this period of enlistment.
   b. Item 12f of his DD Form 214 contains the entry "0000 00 00," which indicates he was not credited with the completion of any foreign service.

   c. Item 18 (Remarks) of his DD Form 214 contains the entry "SERVICE IN IRAQ 20081108 – 20001029."

3.  The Defense Finance and Accounting Service (DFAS) confirmed he received hostile fire/imminent danger pay (HFP/IDP) and combat zone tax exclusion (CZTE) for service in Kuwait from 15 November 2008 through 29 October 2009.

4.  Army Regulation 635-8 (Separation Processing and Documents) prescribes Department of the Army policy and procedural guidance relating to transition management.  Paragraph 5-6 provides detailed instructions on the preparation of the DD Form 214.  It states that item 12f should show the total amount of service performed outside the continental United States during the period covered in item 12c.

DISCUSSION AND CONCLUSIONS:

1.  Item 18 of his DD Form 214 shows he deployed to Iraq from 8 November 2008 through 29 October 2009; a period of 11 months and 22 days.

2.  The total amount of foreign service he served is not shown in item 12f of his DD Form 214; therefore, it would be appropriate at this time to to correct item 12f of his DD Form 214 to show his foreign service time.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined the evidence presented is sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by 

deleting from item 12f of his DD Form 214 the current entry and replacing it with the entry "0000 11 22."
