THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show award of the Global War on Terrorism Expeditionary Medal (GWOTEM).
2. The applicant states he wants to substitute and/or replace his award of the Global War on Terrorism Service Medal (GWOTSM) with the GWOTEM. The GWOTSM was awarded to him by mistake because he served in Kuwait, not Iraq or Afghanistan.
3. The applicant provides a memorandum for record (MFR) from the 445th Medical Detachment (Veterinary Services), dated 1 May 2013, subject: Authorized Awards for Deployment Service.
CONSIDERATION OF EVIDENCE:
1. The applicant's military records show he enlisted in the U.S. Army Reserve (USAR) on 25 October 2010. He was trained in and awarded military occupational specialty 25B (Information Technology Specialist).
2. On 5 October 2012, he was ordered to active duty as a member of his USAR unit in support of Operation Enduring Freedom (OEF).
3. The applicant's Army Military Human Resource Record (AMHRR) includes an MFR from the Commander, 445th Medical Detachment, dated 1 May 2013, subject: Authorized Awards for Deployment Service, which confirmed the applicant's entitlement to the GWOTEM.
4. On 23 August 2013, the applicant was honorably released from active duty by reason of completion of required active service. His DD Form 214 shows he completed 10 months and 19 days of creditable active service during this period.
His DD Form 214 also shows he was awarded or authorized the following awards:
* Army Commendation Medal
* Army Achievement Medal
* National Defense Service Medal
* GWOTSM
* Army Service Ribbon
* Overseas Service Ribbon
* Armed Forces Reserve Medal with "M" Device
5. The applicant's DD Form 214 does not show award of the GWOTEM. Item 18 (Remarks) includes an entry which shows he served in Kuwait from 3 November 2012 to 22 July 2013.
6. Army Regulation 600-8-22 (Military Awards) prescribes Army policy and criteria concerning individual military awards.
a. Paragraph 2-18 contains guidance for award of the GWOTEM. This award is authorized to members of the Armed Forces of the United States who deployed abroad for service in Global War on Terrorism operations on or after 11 September 2001 to a date to be determined. Service must have been for at least 30 consecutive or 60 nonconsecutive days and in support of OEF or Operation Iraqi Freedom.
b. Paragraph 2-19 contains guidance for award of the GWOTSM. This award is authorized to members of the Armed Forces of the United States who participated in Global War on Terrorism operations outside of the designated areas of eligibility for award of the GWOTEM on or after 11 September 2001 to a future date to be determined. All Soldiers on active duty, including Reserve Component Soldiers mobilized or National Guard Soldiers activated during the qualifying period, having served 30 consecutive or 60 nonconsecutive days, are authorized award of the GWOTSM.
DISCUSSION AND CONCLUSIONS:
The applicant seeks to substitute his award of the GWOTSM for the GWOTEM. Based on his 10 months and 19 days of service performed in support of OEF, of which 8 months and 7 days were performed in Kuwait and at least 30 consecutive days were performed outside an area authorized award of the GWOTEM, he is authorized both the GWOTEM and GWOTSM. The GWOTSM is currently documented in his military records and on his DD Form 214. Therefore, his DD Form 214 for the period ending 23 August 2013 should be corrected to show award of the GWOTEM.
