THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests her records be corrected to show she entered active duty as a private first class (PFC), pay grade E-3.
2. The applicant states her record should show her correct rank.
3. The applicant provides copies of her:
* enlistment documents for the U.S. Army Reserve Delayed Entry Program and Regular Army (RA)
* educational certificates
* California license as a pharmacy technician
* DA Form 4187 (Personnel Action), dated 11 September 2012
CONSIDERATION OF EVIDENCE:
1. On 10 September 2012, the applicant enlisted in the RA in pay grade E-1.
2. On 11 September 2012, she was advanced to pay grade E-3 in accordance with Army Regulation 601-210 (Active and Reserve Components Enlistment Program), paragraph 2-18 a(8). The date of rank and effective date is
11 September 2012.
3. Army Regulation 601-210 paragraph 2-18a(8) provides that an individual who has successfully completed 2 or more academic years at a certified post-secondary vocational-technical school and has received a certificate of training attesting to successful completion of the course may enlist as a PFC/E-3.
4. The documents submitted by the applicant in support of her request show she completed a qualifying vocational course as a pharmacy technician in February 2011 and was granted a California certificate as a Registered Pharmacy Technician on 31 March 2013.
DISCUSSION AND CONCLUSIONS:
The applicant was fully qualified and should have been enlisted as a PFC/E-3.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by showing that, on 10 September 2012, she enlisted in the RA as a PFC/E-3 and that her date of rank and effective date is 10 September 2012.
