THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:
1. Application for correction of military records (with supporting documents provided, if any).
2. Military Personnel Records and advisory opinions (if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests amendment of her enlistment contract to show she enlisted under the Army Civilian Acquired Skills Program (ACASP) in the rank/grade of specialist (SPC)/E-4.
2. The applicant states she had completed the emergency medical technician (EMT) school and acquired national and state certifications for EMT prior to approaching an Army recruiter. She contends after taking the Armed Services Vocational Aptitude Battery (ASVAB) tests, she presented to her recruiter the certification for her civilian acquired skills; however, at no time did her recruiter offer her the ACASP option in military occupational specialty (MOS) 68W (Health Care Specialist). Upon arriving at advanced individual training (AIT), she was accelerated in the 68W course due to her medical training and licensing. She continues that there were other Soldiers in her class who were SPCs and in the ACASP. She raised her issue through the Inspector General's (IG) office during AIT and her executive officer at her first duty station; however, no one assisted her in getting her issue resolved. She then contacted the IG office at Fort Carson, CO who contacted the Army G-1 recruiting policy chief, who stated she should have been enlisted as an SPC under the ACASP.
3. The applicant provides 19 documents which are identified in a separate list of enclosures to her application to this Board.
CONSIDERATION OF EVIDENCE:
1. The applicant enlisted in the Regular Army on 26 September 2008 for a period of 4 years in the rank/grade of private (PV2)/E-2. She completed her initial entry training and she was awarded MOS 68W. She was advanced to private first class (PFC)/E-3 on 26 September 2009 and to SPC/E-4 on
1 January 2011.
2. Evidence shows she obtained her National Registry of Emergency Medical Technicians Certificate on 19 March 2008.
3. In an email between the Chief, IG Assistance and Investigations, Fort Carson, and the Chief, Recruiting Policy Branch, Army G-1, it was determined that the applicant should have been enlisted as an E-4 under the ACASP based on her certification for the National Registry of Emergency Medical Technician.
4. Army Regulation 601-210 (Active and Reserve Components Enlistment Program), chapter 7, provides policy and guidance for implementing the ACASP. It states the ACASP attracts and uses persons with civilian-acquired skills required by the Army. Persons qualified for the ACASP may be advanced in grade upon enlistment and may be entitled to accelerated promotion based on the skill level and demonstrated duty performance if approved by the commander. Subparagraph 7-11b states that persons who meet training and work experience requirements in accordance with Department of the Army Pamphlet 611-21 (MOS Classification and Structure) and satisfies all other enlistment criteria will be enlisted in pay grade E-4 under the ACASP.
DISCUSSION AND CONCLUSIONS:
1. The applicant enlisted in the Regular Army in pay grade E-2 on 26 September 2008. She had obtained her National Registry of Emergency Medical Technicians Certificate on 19 March 2008.
2. The Chief, Recruiting Policy Branch, Army G-1 indicated the applicant was eligible for enlistment under the ACASP.
3. Based on guidance contained in Army Regulation 601-210, her entry grade should have been determined to be SPC/E-4 at the time of her enlistment on
26 September 2008.
4. It is apparent an error/omission occurred during the applicant's enlistment processing. Therefore, it would be appropriate to correct the applicant's record to show she enlisted in the Regular Army on 26 September 2008 in the ACASP in the rank/grade of SPC/E-4 and to award her all back pay and allowances to which she is entitled to as a result of this correction.

BOARD DETERMINATION/RECOMMENDATION:
The Board determined that the evidence presented was sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by:
a. amending her enlistment contract to show she enlisted in the Regular Army on 26 September 2008 under the Army Civilian Acquired Skills Program in the rank/grade of SPC/E-4;
b. auditing her military pay account to determined her entitlement to back pay and allowances for the difference between pay grade E-2 and pay grade E-4 from her enlistment date of 26 September 2008; and
c. paying her all back and allowances due as a result of this correction.
