THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests removal of a bachelor's degree diploma from his Official Military Personnel File.
2. The applicant states the certificate was purchased as a novelty item and should not be filed in his official records.
3. The applicant provides no documentary evidence in support of his application.
CONSIDERATION OF EVIDENCE:
1. The applicant had prior honorable active duty and reserve enlisted service in the U.S. Army from 12 September 1983 through 29 September 1994. He attained the rank of sergeant first class/pay grade E-7.
2. He was appointed as a Reserve warrant officer of the Army, in the rank of warrant officer one, on 30 September 1994. He was awarded military occupational specialty 420A (Military Personnel Technician).
3. A review of the applicant's OMPF revealed, in pertinent part, the following:
a. a State University of New York, University Center at Albany, Bachelor of Arts Diploma, issued to the applicant on 26 May 1992, is filed in the performance folder of his OMPF; and
b. his DA Form 2-1 (Personnel Qualification Record), item 17 (Civilian Education and Military Schools), reviewed on 9 January 1999, and his Officer Record Brief, section VII (Civilian Education), dated 10 January 2003, show "State University of New York College, Liberal Arts, Bachelor of Arts, 1992."
4. The applicant was promoted to chief warrant officer four on 1 October 2008.
5. The applicant was released from his unit and transferred to the U.S. Army Reserve Control Group (Retired Reserve) effective 15 February 2014.
6. A review of the applicant's OMPF failed to reveal a copy of any college transcripts. This review also failed to reveal that the applicant contacted the official records custodian to request removal of the diploma.
7. Army Regulation 600-8-104 (Army Military Human Resource Records Management) provides policies, operating tasks, and steps governing the OMPF.
a. Depending on the purpose, documents will be filed in the OMPF in one of six folders: performance, service, restricted, medical, other, or State/Territory. Once placed in the OMPF, the document becomes a permanent part of that file.
b. Table B-1 (Authorized Documents) provides guidance for filing civilian institution diplomas and shows the diploma will be filed in the performance folder of the OMPF.
DISCUSSION AND CONCLUSIONS:
1. The applicant contends the civilian institution diploma filed in his OMPF should be removed because it was purchased as a novelty item.
2. The applicant served as a military personnel technician. Despite the concerns raised by the reason the applicant provides as the basis for his request, the diploma that is filed in the performance folder of his OMPF is properly filed. Therefore, based on the available evidence, there is an insufficient basis for granting the requested relief.
